Duties Summary

Independently performs highly complex professional work; supervises a staff of professional workers at the SR-22 level; serves as a project or team leader (e.g., initiates highly complex projects, coordinates and directs a team of lower level professional workers, ensures accuracy and timely completion of work); or serves as a senior specialist requiring specialized technical knowledge in a particular subject matter area.

This position is located in the Office of Elections, an agency attached to the Department of Accounting and General Services. The position serves as Chief of the Voter Services Branch and is responsible for election program activities relating to voter education, voter registration, media relations and other related activities for all State and concurrently held federal and county elections. The duties and responsibilities of this position include developing, revising, and implementing operational policies, standards, and procedures;

evaluating program operations to ensure compliance with federal and State laws, rules and regulations related to elections; proposing and drafting appropriate legislation; planning, organizing, and establishing ballot counting centers for each county; determining and coordinating the distribution of election equipment and supplies required in each counting center; recruiting, selecting, and training election day workers for each counting center; and organizing and managing the production and distribution of statewide election results.

To qualify, you must meet all of the following requirements:

LEGAL AUTHORIZATION TO WORK: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

Basic Education: A bachelor's degree from an accredited four-year college or university.

General Requirement: One year of responsible professional work experience which required a high degree of analytical skill which involved gathering, evaluating and analyzing facts and other pertinent information required to resolve problems and/or to determine and recommend appropriate courses of action; demonstrated the ability to elicit information orally and in writing; reading, comprehending, interpreting and evaluating technical subjects, analysis or proposals;

and applying problem solving methods and techniques, such as defining and analyzing problems, identifying alternative courses of action, using judgment in determining appropriate alternatives; and preparing clear and concise written reports and recommendations for action. The experience must have been comparable to the General Professional IV in the State service and must have provided the knowledge, skills and abilities required to perform the duties and responsibilities of the position to be filled.

Selective Certification Requirement (Office of Elections Experience): In order to perform the duties and responsibilities of this position, applicants must possess demonstrated knowledge of the federal, state and county election laws; and the ability to effectively implement the applicable statutes, administrative rules and regulations, policies and procedures, and legal decisions; communicate complex processes both orally and in writing to a diverse population, ranging from fellow professionals to the general public;

write procedures and organize training materials; conduct trainings; utilize logistical skills to coordinate the work of numerous individuals to ensure timely delivery of services within a limited period; apply interpersonal skills to obtain cooperation from various groups and individuals, including those outside the Office of Elections; and resolve issues expeditiously to minimize disruption of services to the public. Therefore, certification of eligibles for this position shall be limited to those applicants who meet the minimum qualification requirements for the class General Professional V, and whose experience included at least ONE year of professional work experience in elections and/or government which involved the implementation of federal, state and/or county laws pertaining to election ballots, candidate filing and political party and presidential elections statewide.
