Program Budget Analysts perform and/or supervise the preparation, analysis and presentation of intermediate and long-range plans and budgets in the various program areas of the State's program structure. The Program Budget Analyst II performs a variety of simple to moderately difficult work assignments in the procedural and technical aspects of budget analysis which do not require the services of a trained analyst, performs routine program analysis activities and performs other duties as requested.
Qualifications- Legal Authorization to Work: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
- Education: A bachelor’s degree from an accredited college or university.
- Specialized Experience (6 months): Primary emphasis on the performance of technical analytical work evaluating operating programs to determine their effectiveness. Must be in one of the following areas:
- A. Program Analysis and Evaluation: Familiarity with statistical analytical methods such as break-even, cost-benefit, regression analysis, and business process modeling.
- B. Program Planning: Direct participation in activities such as review, analysis, and evaluation of program plans and budget requirements; preparation and recommendation of program goals, policies, and priorities; development of fiscal policies and financial plans; development of work measurement devices and techniques; evaluation of program performance.
- C. Program Budgeting: Direct participation in the preparation and review of budgets and program plans for major programs; appraisal and comparison of program activities; analysis of resource levels; impact of resource variations; revision of objectives, programs, and budgets in light of changing conditions.
- Applicants must possess specialized experience in only one area of concentration.
