The current vacancy positions are permanent, full-time positions with the Department of the Attorney General, Investigations Division. This job posting will remain open until 30 applications are received. Please apply immediately as this recruitment may close at any time. Salary: $6,043 to $7,351 per month (SR-24, Step D to I). Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.
This recruitment will be used to establish a list of qualified candidates to fill any current temporary full-time and permanent full-time vacancies, and may be used to fill future vacancies as they occur. Employees appointed to temporary positions may also gain membership in the civil service upon satisfactory completion of an initial probation period of at least six months.
The Investigator V level plans, organizes, directs and coordinates the activities of an investigative agency concerned with civil, administrative and/or criminal investigations falling within its respective jurisdiction, where violations investigated are related to a specific program area, e.g., welfare fraud, etc., OR conducts civil, administrative and/or criminal investigations falling within a variety of jurisdictions, such as the Executive, Legislative or Judicial Branches, State departments or agencies, county and federal governments and regulatory boards and commissions, where violations or circumstances investigated are related to a broad variety of program areas, and are not limited to a specific program area (welfare fraud, controlled substances, etc.),
like that of lower investigator levels; and performs other related duties as assigned. The current vacancy positions are located in the Investigations Division with the Department of the Attorney General. The Investigations Division is responsible for providing investigative services to all State departments and law enforcement agencies within the State of Hawaii in conducting criminal, civil, and administrative investigations. These positions are vested with statewide police powers in accordance with Section 28-11, Hawaii Revised Statutes (HRS) and are authorized to carry and utilize firearms and ammunition.
These positions are responsible for independently performing investigations in a wide variety of administrative, civil and criminal cases under the purview of the department. Investigations include allegations of improper and unethical conduct by State employees, appointed officials, and public officers; tort, damage, flood and injury claims; traffic accidents or other accidents occurring on State-owned property; organized crime activities; corruption by public employees and officials;
assaults, stabbings, and murder in State correctional facilities; and any other situation where enforcement and investigative assistance is requested. A majority of work time is spent conducting criminal investigations which involve interrogating suspects, interviewing witnesses, reconstructing crime scenes, searching for physical evidence, cultivating informants, maintaining surveillance, doing undercover work, preparing search warrants, assuring that the evidence is properly handled throughout the investigation, and making proper arrests.

Experience:
Three and one-half (3-1/2) years of progressively responsible professional investigative experience which demonstrated:
Initiative, ingenuity, resourcefulness, and judgment required to collect, assemble, and develop facts and other pertinent data;
The ability to think logically and objectively, to analyze and evaluate facts, evidence and related information, and arrive at sound conclusions;
Skill in written and oral reports and presentation of investigative findings in a clear and concise manner; and Tact, discretion, and capacity for obtaining the cooperation and confidence of others. Quality of
Experience:
At least one (1) year of Specialized Experience must have been comparable in scope, complexity and responsibility to work experience characteristic of the Investigator IV class of work in State service. Investigator IV positions referenced above consist of the following types:
An investigator independently performing the full range of investigations within an agency's jurisdiction where the work regularly is of a complex nature and in which the violations are related to a specific program area;
