DescriptionApplicants may be educational officers, teachers and other qualified individuals. Special internal/external. Type of appointment issued:
This position is excluded from the Educational Officers' Bargaining Unit and will be filled as a clear line appointment. A written examination/assignment may be administered to help determine possession of the knowledge and abilities portions of the minimum qualification requirements.
Under the general supervision of the Planning/Evaluation Director of the Policy, Innovation, Planning, and Evaluation Branch, Office of Strategy, Innovation, & Performance, the Institutional Analyst II:
Education:
Graduation from an accredited college or university with a bachelor's degree in political science or business administration with coursework in public administration, management accounting, and research statistics. Desired
Education:
Graduation from an accredited college or university with a bachelor's degree in English, communications, journalism, or education which included coursework in public affairs, government relations and/or communications.
Preferred Education:
A master's degree in the above fields or a juris doctorate degree.
Experience:
Four (4) years of responsible professional work experience in program planning and analysis, budgeting, and/or public administration of which one (1) year shall have been in an education program, agency or system. Desired
Experience:
Responsible professional experience in government relations, public policy, communications, and/or coordinating legislative matters. Combined
Education and Experience:
An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system. Knowledge:
Public administration and organization theory; management accounting; business statistics; computer-based information systems; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment. Desired Knowledge:
Political science, government relations, lobbying and/or legislative issues; communication principles; current practices and problems in public relations. Ability to:
Conduct studies in program planning and analysis; communicate effectively with others both orally and in writing; operate computer and other business machines. Desired Ability to:
Deal effectively with government officials and staff; provide information and/or make appropriate referrals; draft and edit bills, testimonies, informational briefings.
