Purchasing Specialists work in the State’s central purchasing agency in the Department of Accounting & General Services, and perform the purchasing of a wide variety of goods and services for departments throughout the State government.
Responsibilities- Develop, implement, and administer detailed specifications describing the characteristics of the desired commodity or services and establishing terms and conditions (delivery/payment, performance period, and other special requirements).
- Publish the solicitation notice on an appropriate system.
- Conduct pre-bid/proposal conferences, respond to questions, schedule vendor demonstrations, evaluate proposals, make award recommendations, and establish a contract with the awarded offerer.
- For Purchasing Specialist V: procure and establish standards and specifications for the most complex, specialized and technical commodities and services; serve as a specialist with independent responsibility for solving the most difficult and technical issues; may supervise lower-level specialists; perform other related duties as assigned.

Qualifications- Education: Bachelor’s degree from an accredited four‑year college or university.
- Specialized
Experience:
3½ years of progressively responsible work experience in purchasing, including:- Working with users, vendors, contractors and service providers to identify, clarify and specify requirements of products or scope of work for services;
- Drafting specifications for various methods of procurement and/or updating them to ensure currency and applicability;
- Demonstrating an understanding and use of common purchasing resources.
- Supervisory Aptitude: Applicants must possess supervisory aptitude, demonstrated by strong affirmative evidence of the necessary supervisory abilities and/or potential.
- Substitutions: Relevant substitutions as described in the Minimum Qualification Requirements will apply.
$6,393 to $7,578 per month (SR‑24, Step D to I). Hiring rates will be based on availability of funds, the applicant’s qualifications, and other relevant factors.
