Responsibilities
- Investigate and provide or coordinate investigation services to obtain facts and information regarding violations of law, executive orders, and federal regulations.
- Investigate and coordinate investigations of fraud, waste, abuse, mismanagement, and reprisal in response to Department of the War (DoW) and Department of the Navy (DON) Hotline complaints.
- Investigate Intelligence Oversight complaints involving Questionable Intelligence Activities (QIA) or Sensitive/Highly Sensitive Matters (S/HSM).
- Provide technical advice and staff assistance to all levels of management, visiting investigators, and individual staff members.
- Must be a United States citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct‑deposit pay program.
- New employees to the Department of the Navy must successfully pass the E‑Verify employment verification check.
- Current federal employees applying for GS jobs must serve at least one year at the next lower grade level (time‑in‑grade) by the closing date of the announcement.
- Appointments of retired military members within 180 days of retirement to civilian positions are subject to 5 U.S.C. § 3326.
- Male applicants born after 12‑31‑59 must be registered for Selective Service.
- Applicants must obtain and maintain an interim or final security clearance before starting duty; failure to obtain or maintain the required clearance may result in withdrawal of a job offer or removal.
- Applicants to the MSP/PPP program must currently hold the required security clearance.
- Successful completion of a pre‑employment drug test (including marijuana) is required; failure to report to or pass the test may rescind an offer.
- Position may require travel to CONUS and OCONUS, including remote or isolated sites; applicants must be able to travel on military and commercial aircraft for extended periods.
GS‑13 Grade Level
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS‑12 grade level. Specialized experience must include planning, directing, and executing highly complex and sensitive investigations of waste, fraud, abuse, and mismanagement by applying advanced analytical techniques; reading and interpreting broad, often ambiguous regulations and statutes to provide authoritative guidance on organizational compliance and enforcement;
communicating written and orally to draft comprehensive investigative reports, coordinate with external agencies, and brief senior‑level military and civilian officials on sensitive case findings and recommended dispositions.
GS‑12 Grade Level
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS‑11 grade level. Specialized experience must include planning and conducting complex investigations of waste, fraud, and abuse by applying rigorous analytical techniques to gather and evaluate evidence; reading and interpreting relevant regulations and administrative policies to ensure compliance and enforcement during all investigative activities; communicating written and orally to effectively interview diverse subjects, logically summarize findings, and document recommendations for case disposition.
