Position: HEARINGS OFFICER

Hearings Officer – Hawaii Public Housing Authority

Full‑time, non‑civil service position located in Honolulu, HI. The HPHA provides public housing services and seeks a Hearings Officer to represent the agency in eviction hearings. The role requires a strong legal background and experience in government hearing procedures. Responsibilities include interpreting and applying rules, advising leadership, and impartially resolving disputes between tenants and the agency.

Responsibilities
  • Represent the agency in eviction hearings before the Eviction and Appeal Board and/or courts.
  • Review and interpret agency rules and regulations.
  • Advise the Executive Director and staff on rules and regulations as related to various branch programs.
  • Establish operational procedures and perform activities pertaining to hearings, grievances, and contested cases.
  • Resolve disputes between tenants and the agency.
Requirements

Education: Juris Doctorate from a law school recognized by the American Bar Association.

Experience:

  • Three years of general experience identifying, gathering, evaluating, and analyzing facts and other pertinent information required to resolve problems and applying statutory provisions, rules, and regulations to determine and recommend appropriate courses of action on hearings.
  • Two years of specialized experience involving knowledge of procedures and requirements pertinent to conducting and adjudicating hearings of contested cases in government, including interpretation and application of policies, rules, and regulations, demonstrating skill in the analysis and presentation of cases or complex issues.
  • Two years of supervisory experience, including planning, organizing, staffing, policy formulation and implementation.
Skills
  • Knowledge of procedures and requirements for conducting and adjudicating contested cases in government.
  • Skill in the analysis and presentation of cases or complex issues.
  • Ability to interpret and apply policies, rules, and regulations.
