Duties
* You will prepare and review Records of Categorical Exclusions (RCEs), Environmental Assessments (EAs), and Environmental Impact Statements (EISs) to evaluate the environmental impacts of naval operations and projects.
* You will prepare and review special environmental studies assessing the environmental impacts of military programs, operations exercises, construction projects, and force alignments.
* You will provide NEPA and environmental compliance consultation, guidance, and assistance to supported commands for military operations, exercises, construction, and force alignments.
* You will make recommendations as to when project development, design and construction should be initiated allowing for the resolution of known or potential environmental conflicts.
* You will serve as the point-of-contact or lead on assigned projects and interdisciplinary teams.
* You will assist as a technical expert in the negotiation of delivery orders and contracts with consulting firms.
* You will serve as a Navy Contracting Officer's Representative (COR) on contract task orders to ensure preparation of technically adequate, timely and cost-effective environmental/planning data products.
* You will coordinate and consult with agencies on military programs, construction, and force alignments, emphasizing NEPA, ESA, NHPA, CZMA, and Executive Orders for environmental compliance. Requirements Conditions of employment

* You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
* This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
* You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
* You will be required to obtain and maintain a current valid United States driver's license. Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
* Applying knowledge of the principles and concepts of multi-disciplinary biological sciences, including biology, botany, soil science, forestry, ecology, and microbiology, to support diverse ecosystem and environmental initiatives;
* Managing, controlling, preserving, or evaluating natural resources and their vital ecological functions to ensure long-term environmental sustainability and mission support;
* Implementing the theories, concepts, and practices of conserving, utilizing, and sustaining the natural, physical, and cultural resources of forests, associated lands, and water systems; and
* Interpreting and translating complex biological science and academic research into actionable, real-world resource management strategies.
