Position: STATE HISTORIC PRESERVATION ASSISTANT ADMINISTRATOR
Location: East Honolulu

This posting is for the State of Hawaii, Department of Land and Natural Resources, State Historic Preservation Division.

Geographic Notation:
This position’s current geographic location is on Oahu. Applicants from all islands are encouraged to apply. The position’s geographic location will be determined based on the selected candidate’s proximity to the closest available Division office on the island which they reside.

The State Recruiting Office will refer all inquiries regarding this exempt position to the Department of Land and Natural Resources.

The primary purpose of this position is to assist the State Historic Preservation Administrator in providing executive direction to the historic preservation program for the State of Hawaii in a manner consistent with the preservation and enhancement of historic and cultural properties under State and Federal laws. Guided by Chapter 6E of Hawaii Revised Statutes, Hawaii Administrative Rules 13-197, 198, 275-284, and 300, as well as the National Historic Preservation Act and its implementing rules and regulations, this position is also responsible for assisting the Administrator in the successful administration of Historic Preservation Grant Funds (HPF) and meeting the requirements of the HPF Grant guidelines;

and performing other duties as assigned.

Applicants must be citizens, permanent resident aliens, or nationals of the United States. Non-citizens with unrestricted employment authorization from the U.S. Immigration and Naturalization Service may also apply.

Qualifications:

Knowledge of: State and federal legislation, rules and regulations, and policies governing the historic preservation program; principles and practices of historic preservation; principles and practices of communication, office management, and/or business administration; professional office practices and procedures.

Skills/Abilities to: Must be proficient with office software, project management tools, and digital communication platforms; possess exceptional communication, organization, time management, problem-solving, and adaptability abilities; express ideas in a polite, clear, and concise manner both verbally and in writing to interact effectively with colleagues, members of the public, governmental officials, and private entities; maintain discretion regarding personnel, administrative, and confidential matters;

develop a comprehensive historic preservation program plan; establish and maintain effective working relationships with other agencies, professional or lay groups, public officials and the general public; assist in the supervision of the historic preservation program; express ideas in a clear and concise manner and prepare clear and comprehensive reports; make decisions requiring technical and administrative judgement and having important consequences in historic preservation operations.

Recommended

Education:

A master’s degree or higher from an accredited college or university in History, Archaeology, Architectural History, Historic Architecture, Hawaiian Studies, Anthropology, or a related field of study. Candidate may also have a master’s degree or higher in another area of concentration if a significant amount of work involves the study of Hawaiian culture, language, law, or traditional and customary rights.

Recommended Specialized

Experience:

Four (4) years of professional work experience in the field of historic preservation (i.e. history, archaeology, architectural history or historical architecture, cultural practices, etc.), conducting cultural resource management/environmental reviews and writing/managing agreement documents pursuant to Chapter 6E, Hawaii Revised Statutes and/or Section 106, National Historic Preservation Act.

Recommended Managerial

Experience:

Two (2) years of professional work experience which involved major responsibility for and active participation in the development and management of policies and programs.…
