Position: SUPERVISORY CONTRACT SPECIALIST

Summary

You will serve as a SUPERVISORY CONTRACT SPECIALIST in the Architect-Engineering and Construction Contracts Division, NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND PACIFIC.

Duties

You will be responsible for contracts related to design, construction, utilities, alteration, maintenance, facility support services, information technology, and environmental engineering of shore facilities. You will oversee and lead efforts to plan, develop, advertise, negotiate, award, administer, and/or terminate contracts supporting long range procurement programs. You will make decisions or recommendations on the interpretation and content of federal regulations and agency policies concerning development and management of complex procurements.

You will serve as principal contracting advisor to senior level customer personnel and Command/Business Line representatives. You will assist the CCO in resolving inquiries from the Small Business Administration, Department of Labor, Office of the Secretary of the Navy or customer equivalent, industry associations, individual contractors, and/or Members of Congress.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

  • Interpreting and ensuring that contract actions are in accordance with relevant laws, regulations, policies, standards, or procedures;
  • Developing, executing, and administering contracts in support of design, construction, facility services and maintenance for shore facilities and
  • Advising on and conducting the procurement process from solicitation to award including source selection and through all post award phases of contracting, including modifications, processing payments, final invoicing, final evaluation, and closeout.

Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE:

The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
