Position: PROGRAM ANALYST (SIC RPD) with Security Clearance
Duties
* You will represent the CNIC Region as a liaison with various tenant commands, other agencies and host nation government in obtaining adequate facilities, utilities or transportation for mission support.
* You will provide direct support to the Regional Engineer and CNIC HQ Facilities Management Directorate on all aspects of the Navy's Ashore Facility Management in compliance with public laws, executive orders, and DoD policies and goals.
* You will be the Regional subject matter expert in the development, governance, requirements management, integration, and sustainment of the Facility Management strategy for their respective Special Interest Code's (SIC's).
* You will coordinate with NAVFAC Financial Management staff to track execution of General Fund and/or Navy Working Capital Fund (NWCF) in-house, and contracted efforts for SICs under their cognizance.
* You will be responsible to identify, assess, interpret, and produce data pertaining to the Navy's shore facility management programs and use analytical skills to present to higher approval authorities the options on best allocation of resources.
* You will develop strategies and action plans to prevent and respond to community growth challenges near naval installations.
* You will assist with requirements for acquiring or disposing of land, restrictive easements, and government property use.
* You will provide authoritative guidance on agency regulations while balancing local civilian and military mission interests. Requirements Conditions of employment

* You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
* This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications Your resume at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following:
1) Serving as the region representative for managing intergovernmental and interagency issues regarding encroachment and land use planning;
2) Supporting and working with Command stakeholders, Region/Installation Program Directors to help resolve issues that occur outside Navy boundaries that could impact Navy property, mission and operations;
3) Routinely speaking to, and/or regularly representing the installation in discussions with, local citizenry, professionals (engineers, architects, lawyers, developers, etc.), government liaisons and others directly concerned with community planning, development, and growth management strategies/issues;
4) Preparing and reviewing information on compatible land uses and educational materials for developers or other interested parties; preparing briefings and presentations for visiting general officers, local elected officials, government agencies upon request;
5) Translating organizational requirements and mission objectives into strategic planning principles, translating military operations to the layman and making objective recommendations that may have significant long-term impacts on community development; and;
6) Displaying a high degree of technical judgment, tact, diplomacy, resourcefulness, and experience in adapting these skills in order to work with diverse organizations and to negotiate agreement among conflicting interests.
