Duties

If Selected For This Position, You Will Join The United States Attorney's Office (USAO), District Of Hawaii, Administrative Division. Typical Work Assignments Will Include

  • Performing pre-award and post-award work on a variety of contract actions.
  • Reviewing requisitions to determine appropriate methods of procurement.
  • Drafting Statements of Work (SOW) or Statement of Objectives (SOO), and other documents necessary prior to formal solicitation.
  • Evaluating proposals, unsolicited proposals and other bid documents to determine fairness and reasonableness.
  • Performing acquisition contract support for pre-award and post-award actions of complex professional services and equipment requirements for the USAO.
  • Developing and maintaining familiarity with Government contracting procedures, business practices, the Federal Acquisition Regulations (FAR) and other regulations, policies, and procedures.
  • Developing and documenting acquisition strategy for procuring supplies and services that may require a variety of specialized handling provisions, terms, and conditions.
  • Reviewing requisitions and determines appropriate contract type, competition requirements, contract vehicle and applicable FAR authorities.
  • Preparing all solicitation documents necessary to support a variety of contract actions.
  • Monitoring contractual milestones.
  • Reviewing technical and cost evaluation reports for accuracy and completeness.

Responsibilities will increase and assignments will become more complex as your training and experience progress. This position is considered a career ladder opportunity, with a full performance level of GS-11. If selected at a lower grade level, you may be non-competitively promoted to the next grade level at the discretion of your supervisor and is contingent upon meeting regulatory and legal requirements for promotion, satisfactory performance, and the availability of higher-level work.

  • You must be a U.S. Citizen or National.
  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.

  • Time-in-Grade:

  • This position requires submission of a Confidential Financial Disclosure Report (OGE
    450) upon entry, and annually thereafter.
Qualifications BASIC REQUIREMENTS

Applicants Must Have One (1) Of The Following

  • Completed a four (4) year course of study leading to a Bachelor's Degree in any field of study from an accredited college or university;
  • Completed at least 24 semester hours in any combination of the following fields:
    Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, or Organization and Management from an accredited college or university;
  • Occupied a GS-1102 Contract Specialist position in the Federal government on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions.
