Under the general direction of the Administrator of the Community Based Development Division, Department of Community Services, this position is responsible for supervising as well as facilitating, coordinating, developing, implementing, evaluating, and completion of numerous division projects, including the City’s initiatives to address homelessness throughout Oʻahu as well as any other projects funded by federal, state, and city funds.
This position also provides leadership for the development, implementation, evaluation, and completion of federal, state, or city funded programs, which includes assessing housing, homeless services, and support service needs of the community. The position will coordinate with City, State, and Federal organizations and private entities to accomplish activities in their respective areas relative to the overall project.
Works with community groups and individuals to address concerns and complaints.
In charge of all special projects assigned to the Community Based Development Division that are not a normal function of either the Planning, Evaluation and Coordination Branch or the Development, Acquisition, Construction and Fair Housing Branch of the division.
In cooperation with public agencies, nonprofit service providers, and other interested entities and individuals, the Planner VII is responsible for the supervision, facilitation, coordination, development, management and implementation of special projects and programs utilizing federal, state and city funds.
Projects may include those projects and initiatives funded by State Ohana Zone, Congressionally Directed Spending, State and Local Fiscal Recovery Fund, American Rescue Plan, and City General Fund.
The position analyzes physical, social and financial feasibility and funding requirements for projects including the project budget and schedule, consultant services, drafting and execution of request for proposals and similar, contracts, reports, leases and other legal documents.
Specific duties and responsibilities include, but are not limited to:
- a.Developing Request for Proposals and Notices of Funding Availability for federal, state and city funded programs, including but not limited to:development and implementation of a selection process for grant proposals.
- b.Assist with preparation of memos, resolutions, and other communications to faciliate administrative, City Council, and other approvals, including approval by the U.S. Department of Housing and Urban Development, for assigned projects and programs.
- c.Grant contracting and management tasks for funded projects according to all federal, state, and city policies and regulations.
This includes but is not limited to developing and executing contracts, agreements, and other legal documents with nonprofit agencies. - d.Coordinates multiple operating agreements and property management contracts for the City.
- e.Prepares and finalizes financial, procurement, and budget documents as required by the City’s Department of Budget and Fiscal Services and other city departments/agencies.
- f.Evaluates the performance of nonprofit agencies in terms of achieving the goals and objectives of their project and compliance with all contract requirements. Provides support to the agency which would include but is not limited to trainings, resources, and information.
- g.Works collaboratively with staff of other city, state, and federal departments and agencies as well as nonprofit entities and ensures preparation of reports, budgets, documents, plans, and policy documents.
