The Bilingual (English–Japanese) HR & Administration Manager provides strategic leadership and oversight across Human Resources, Payroll, Recruiting, and Facility Operations. This role partners with executive leadership to align HR initiatives with business objectives, ensures compliance with U.S. employment regulations, and supports a safe, efficient, and productive workplace environment.
The Manager directly supervises a Admin and Payroll Specialist, Admin/Recruiting Specialist, and Facility Operations Supervisor, providing coaching, guidance, and performance management to ensure effective execution of HR and administrative functions.
Human Resources- Develop and implement HR strategies, policies, and programs aligned with organizational goals.
- Manage the full employee lifecycle, including recruitment, onboarding, training, employee relations, performance management, and terminations.
- Oversee payroll administration, ensuring accurate processing of pay, deductions, and adjustments in compliance with federal and state regulations.
- Partner with Finance and external payroll providers to ensure timely, accurate payroll operations.
- Maintain payroll records and generate reports for compliance and management purposes.
- Provide specialized payroll and HR administration support for Japanese expatriates, ensuring compliance with complex tax and immigration requirements.
- Ensure HR practices comply with all federal, state, and local laws (e.g., FLSA, FMLA, Title VII, ADA, HIPAA, ACA).
- Lead change management initiatives to support organizational growth and cultural alignment.
- Oversee compensation, benefits, and employee relations to promote a positive workplace culture.
- Maintain and update HR policies, procedures, and the employee handbook.
- Support employee development, learning, and engagement initiatives.
- Advise managers and employees on HR and workplace matters.
- Serve as a signatory for airport badges, subject to required background checks.
- Coordinate annual airport badge renewals and serve as a designated signatory, ensuring compliance with required background clearance procedures.
- Manage corporate filings, including the renewal of Articles of Incorporation and trademark registrations, ensuring all corporate records remain current and compliant.
- Oversee business and operational license renewals—such as liquor licenses and food service permits—ensuring all required state and county filings are accurate, timely, and fully compliant.
- Administer business liability insurance renewals, maintaining continuous coverage and adherence to lease, contract, and vendor requirements.
- Coordinate payroll and 401(k) audits, preparing necessary documentation and liaising with external auditors to ensure regulatory and plan compliance.
- Directly supervises the Admin/Benefit/Payroll Specialist, Admin/Recruiting Specialist, and Facility Operations Supervisor. Responsibilities include hiring, training, assigning work, evaluating performance, coaching for development, and ensuring compliance with company policies and applicable laws.
Experience:
5–8 years of progressively responsible HR and/or administration experience.
Language
Skills:
Professional proficiency in Japanese and English (verbal and written).
Certifications:
SPHR and/or SHRM-SCP strongly preferred.
