Job Function

Responsible for designing, developing, and analyzing information systems, including processes, programs, files/databases, and online tools and reports, to meet company and customer requirements within budget and schedule. Acts as the subject matter expert for the Enterprise Geographic Information System (GIS) and performs configuration to provide solutions for operations, planning, asset management, outage management, and incident management.

Essential Functions GIS Technical & Development Skills
  • Designs and develops web, mobile, and/or desktop-based GIS solutions to meet customer business requirements based on workflows and existing processes.
  • Manages and maintains performance of existing applications, increasing efficiency and reliability.
  • Tests application functionality, troubleshoots, and applies fixes when necessary.
  • Ensures applications remain up-to-date with current GIS technology and secured per IT policies.
  • Collaborates with data managers to support data integrity and quality assurance activities.
  • Extracts, interpolates, compiles, and analyzes GIS data.
  • Assesses and defines customer needs.
  • Adapts and updates applications and information systems to accommodate changing business requirements.
  • Performs analysis, reporting, testing, and documentation of GIS applications and systems.
  • Communicates project status and issues to stakeholders and customers.
  • Serves as lead contact for system support.
  • Educates and communicates complex GIS concepts and processes to customers, identifying gaps between requirements and GIS capabilities.
  • Trains customers in office and field use of applications and information systems.
Technical Innovation and Advancement
  • Stays current with latest GIS and GIS-Utilities developments.
  • Researches, tests, and recommends new technologies and techniques for application development and maintenance.
  • Proposes initiatives to increase programming efficiencies.
  • Provides research, programming, documentation, testing, and training support for development and implementation of information systems.
  • Collaborates with analysts, development staff, IT staff, consultants, vendors, and customer personnel on detailed analysis and design, new system development, modification, or integration.
  • Co‑ordinates work of Development Specialists, GIS Analysts/Technicians, GIS Developers, Mobile Specialists, and Lead Functional Analysts on projects.
Other Duties
  • Participates in departmental task forces and cost/benefit reviews.
  • Authors documentation for a variety of company needs (e.g., rate cases, project filings, responses to information requests, cost benefit analyses, strategies).
  • Recommends project staffing.
  • Assists with project budgets and operating forecast development.
  • Participates in company emergency response activities as assigned.
Basic Qualifications
  • Knowledge of principles of information and office technology management.
  • Knowledge of GIS concepts, data, technology, spatial and statistical analysis.
  • Knowledge of utility business, business and/or engineering principles and practices.
  • Knowledge of Unix, client‑server/multi‑tier, and workstation/PC/Internet technologies and systems development.
  • Understanding of application interfacing, basic reporting, and database development and support.
  • Knowledge of Safe Start principles and best practices for a safe workplace.
  • Programming and technical knowledge of multiple languages/systems (ABAP, Business Object, C/C++/C#, shell scripting, Perl, PHP, Java, SQL, PL/SQL, .Net, Python, Java script, XML, HTML).
