Cyber Security Operations Manager—Range Network

Reporting to: IT Manager
Under the direction of the IT Manager, the Cybersecurity Operations Manager provides overall management, leadership, and oversight of people, process, and technical capabilities within the Cyber Security Department.
Responsibilities- Manage day-to-day activities of the Cyber Security workforce.
- Oversee the execution of each step of the DoDI 8510.01 Risk Management Framework (RMF) for DoD Information Systems and assist in implementing the DoD Assessment and Authorization (A&A) procedure.
- Oversee the handling of security events and incidents as they are escalated, including triage, remediation, documentation, and escalation to management and government customers, as well as after-action reviews.
- Prepare and submit status reports including, but not limited to financial expenditure forecasts and actuals, technical briefs, and staffing status reports as required, to senior management and other customers.
- Provide periodic self-assessments to GSM and regular feedback on routine and non-routine data-calls.
- Participate in contract proposals, negotiations, and modifications as required; assist with management of departmental budget and vendor contracts.
- Develop, revise, and update standard operating procedures (SOPs) and Departmental Internal Procedures (DIPs).
- Provide employee mentorship and training on cyber security concepts, guidelines, standards, and policies.
- Oversee working group meetings including, but not limited to Cyber Security Working Group Meetings, PMRF/Koa Lani System Status meetings, and other contractual required meetings.
- Prepare annual and semi-annual reports on direct employees.
- Perform other duties as assigned.
Work includes physical tasks such as lifting, pushing, or pulling between 25–50 pounds; walking, sitting, or standing for extended periods; crawling, kneeling, stooping, or cramped working places; and work requiring repeated or frequent climbing. The environment may involve customer contact, extended workdays, an office laboratory environment with field assignments, and sometimes inclement weather.
Education and Certifications- Bachelor’s degree from an accredited university in Computer Science, Cybersecurity, or a similar discipline.
- DoD 8570 IAM II certification.
- PMP (preferred).
- ITIL (preferred).
- Ten (10) years of experience in a related field of assignment with five (5) years in the specific field of assignment.
- Five (5) years of supervisory experience.
- Five (5) years of RMF experience.
- Risk assessment and analysis.
- Security control implementation and management.
- Security documentation and reporting.
- IT security framework and standards such as HIPAA, PCI‑DSS, HITRUST, etc.
- Must be a U.S. Citizen.
- Secret security clearance is required. Applicants must currently possess a Secret clearance or be subject to a government security investigation and must meet eligibility requirements to obtain clearance prior to commencement of employment and maintain a clearance throughout duration of employment.
