Position: Data Processing Specialist III - Project Management Branch, 606553 (2026-00427)

Under the general supervision of the Informational Technology Director of the Project Management Branch, Office of Information Technology Services, the Data Processing Specialist II:

Responsibilities
  • Program Strategy & Planning, Stakeholder Management & Communication
    • Define, scope, and prioritize the overall program structure, ensuring clear linkage between individual projects and the department's strategic goals.
    • Develop and maintain the comprehensive program roadmap, managing dependencies, risks, and resource allocation across multiple projects.
    • Establish program governance, reporting cadence across projects, and decision‑making frameworks.
    • Identify and resolve conflicts and cross‑project dependencies.
    • Facilitate program‑level communication channels to ensure multiple project teams understand program vision, roles, and priorities.
  • Project Initiation & Planning
    • Program manager and lead project manager for complex projects that have statewide impact to the DOE.
    • Establishes and implements project management processes for larger complex IT projects, those encompassing IT support to a function where the projects have statewide impact to the DOE.
    • Assembles project plans, establishes project milestones, identifies resource requirements, and makes overall project work assignments based on requirements and analysis, using technical knowledge of the design and development process as well as specialized skill in project management processes and principles.
  • Project Execution & Control
    • Monitors projects quality and progress regularly across multiple project teams; oversees assigned project reporting and reviews reporting for program projects; and ensures project milestones are met.
    • Adjusts project plans, schedules, resources, and requirements as needed and elevates issues beyond his/her control that threaten timeliness of project.
    • Works with the ITPMB Director to coordinate with IT leadership, stakeholders, customers, and team members to assess and report on project changes in scope, resource requirements, risk, and objectives.
  • Project Execution & Control (continued)
    • Ensures projects are delivered on time and within budget, results are high quality, and meet customer expectations.
    • Coordinate requirements gathering meetings with project managers, business owners and end users.
    • Coordinate solution demos and reviews to determine if solutions meet the requirements (initial fit-gap analysis), including any technical constraints.
    • Coordinate and lead project planning meetings to provide information and updates in the area of responsibility.
  • Project Conclusion & Closure
    • Reviews project milestones and deliverables to ensure completion of all requirements prior to final sign‑off.
    • Coordinates appropriate hand‑off, posting, storing etc. of all documents (e.g., requirements, testing results, decision documents, etc.) with the business and technical teams (i.e., hand‑off to operations).
    • Conducts lessons‑learned sessions with business and technical teams and document.
    • Closes out the project and hand‑off to the business and technical operations team.
  • Daily Operations
    • Participates in branch staff meetings and conducts status meetings with stakeholders.
    • Provides input and executes improvements for operational and procedural efficiencies within the branch.
    • Provides input and recommendations on potential projects.
    • Remains current of industry information, trends, best practices, especially relate to project management etc.
    • Remains current on emerging technologies that could impact operations and/or projects.
  • Performs other related duties as assigned.
  • Education

    Graduation from an accredited college or university with a bachelor's degree in information and computer sciences or business administration with specialization in management information systems.
