The Distribution Mobility Planner supports real-time operational reporting and the continuous synchronization of global force deployment, redeployment, sustainment, and distribution activities within the Joint Logistics Operations Center (JLOC). This position coordinates with joint, Service, Combatant Command, U.S. Transportation Command (USTRANSCOM), lift provider, and partner organizations to maintain visibility of force flow, identify movement constraints, assess transportation feasibility, and recommend actions that preserve operational timelines and strategic objectives.
The Distribution Mobility Planner uses the Joint Operation Planning and Execution System (JOPES), Time-Phased Force and Deployment Data (TPFDD), In-Transit Visibility (ITV) capabilities, simulation tools, and operational analysis to support movement planning, execution monitoring, and dynamic replanning. This position must be able to support a rotating 24/7 Joint Logistics Operations Center (JLOC) watch schedule operating on a three-day-on rotation, including nights, weekends, and holidays as assigned.

- Supports the Joint Logistics Operations Center (JLOC) 24/7 watch schedule and provides timely, accurate, and responsive operational reporting in support of real-time mission requirements.
- Coordinates the end-to-end synchronization of global distribution elements to ensure the effective deployment and redeployment of forces and equipment.
- Facilitates the integration and movement planning of self-deploying and lift-supported units, including retrograde and sustainment transportation operations.
- Strengthens unity of effort among distribution organizations through effective information sharing, coordination, and collaborative planning.
- Applies simulation and analysis tools to optimize movement planning and improve operational adaptability in dynamic environments.
- Continuously refines deployment planning during execution to respond to evolving mission requirements, force flow changes, and logistical challenges.
- Maintains situational awareness of strategic and theater lift capabilities, enabling timely and cost-effective adaptation to changes in force flow, particularly under short-notice or dynamic operational conditions.
- Identifies and communicates movement constraints, including chemical, biological, radiological, and nuclear (CBRN) contamination, beddown limitations, infrastructure restrictions, and transportation asset shortfalls, and provides mitigation recommendations during planning cycles.
- Performs feasibility analyses of transportation capabilities, including organic, common-user, and strategic lift resources, while accounting for infrastructure limitations and competing operational demands.
- Interfaces with USTRANSCOM and other supporting commands to evaluate and recommend Points of Embarkation (POEs), considering unit lift capabilities, staging locations, infrastructure capacity, and operational constraints.
- Anticipates and manages disruptions resulting from Time-Phased Force and Deployment Data (TPFDD) changes, ensuring the timely reprogramming of forces to preserve operational timelines and strategic intent.
- Conducts ongoing analysis and coordination to balance combat forces, Combat Service Support (CSS) units, and Host Nation Support (HNS) capabilities to optimize deployment throughput and sustainment.
- Collaborates with Functional Planners, Service component commands, and joint staff organizations to refine, validate, and integrate unit-level movement and embarkation data into the Joint Operation Planning and Execution System (JOPES).
- Supports movement control responsibilities by validating Unit Line Numbers (ULNs) within the TPFDD and ensuring alignment with force flow priorities, sourcing decisions, operational timelines, and mission objectives.
- Coordinates and develops comprehensive deployment and movement plans using the TPFDD to document phased force movements and support pending execution sourcing.
- Assesses and incorporates changes in the operational environment, force posture adjustments, and strategic guidance, including the Global Force Management Allocation Plan (GFMAP), into deployment planning and execution sequencing.
- Promotes partner capacity building and interoperability by planning and executing collaborative air mobility initiatives, training events, and sustainment operations.
- Manages and maintains In-Transit Visibility (ITV) capabilities to enable real-time tracking of personnel, equipment, and cargo throughout the Defense Transportation System (DTS), while assessing, optimizing, and mitigating competition for distribution resources, including commodities, lift capabilities, and port access, through integrated coordination with lift providers.
