This position is excluded from the Educational Officers' Bargaining Unit and will be filled as a limited term temporary appointment. Probationary service credit and tenure are not granted for temporary appointments.
A written examination/assignment may be administered to help determine possession of the knowledge and abilities portions of the minimum qualification requirements.
Responsibilities
Strategic Planning & Alignment: Serves as a critical strategic partner and high-level staffer to the Deputy Superintendent of Operations (DSO), driving the Department's top facilities, operations, and technology priorities system-wide. Supports long-range planning, policy formation, and cross-office alignment to ensure all operations meet Departmental goals and legislative mandates. Advances major initiatives and manages various projects led by the DSO. Ensures efficient and consistent implementation and communication of cross-functional projects across the system.Operational Management & Oversight: Coordinates and monitors the DSO’s managerial oversight of assigned offices and branches. Directly supports planning, progress monitoring, budget preparation, budget execution, and personnel management. Establishes clear performance monitoring systems and analyzes office data to provide leadership input. Oversees administrative processes to ensure sufficient resources (staffing and materials) are available to meet office priorities and Departmental deadlines.Stakeholder Communication & Reporting: Supports and/or oversees the DSO's communication efforts. Drafts high-quality reports, official memos, presentations, and executive summaries for the Superintendent, Board of Education, Legislature, and other stakeholders. Leads internal communication efforts to the field, ensuring accurate dissemination of key messages. Provides clear, timely updates to stakeholders to maintain organizational transparency and consistency.Executive Office Support, Logistics & Special Projects: Manages the immediate administrative and logistical needs of the DSO's office. Prepares agenda and materials, organizes meeting activities, and actively participates in meetings. Manages all follow up actions with program managers to ensure priorities are met and progress is tracked. Serves as a project manager for special assignments and represents the DSO at various meetings and functions, as required.Other Duties: Performs other related duties as assigned.Education
Graduation from an accredited college or university with a Bachelor's degree in education, educational administration, business or public administration, or related fields.
Desired Education:
Master's degree in any of the above fields.
Experience
Nine (9) years of progressively responsible professional experience in management, policy making, educational administration or other leadership role of which five (5) years shall have been in an education program, agency or system and two (2) years of coordinating and facilitating with professional staff in administrative, project management or policy making functions.
Combined
Education and Experience An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.
Knowledge
Principles and practices of leadership and change management; pertinent state laws and other legal requirements governing public agency management practices applicable to the Department; theories and techniques of strategic planning, budget preparation, or management analysis; principles and practices of supervision and management; strategic planning and development; trends and current issues or problems pertinent to program areas; laws, rules, regulations and administrative procedures pertinent to subordinate program areas.
