Grunley Construction has been selected as one of ten contractors on the U.S. Navy's Hawaii MACC, a $8 billion program spanning approximately eight years. Task orders will be completed among the awardee pool as they are released by NAVFAC Hawaii.
Grunley will pursue this program in joint venture with Goodfellow Brothers, a well-established Hawaii-based heavy civil and earthwork self-perform contractor. This partnership gives Grunley a local self-perform capability and an established regional presence, but the program will require a dedicated leader who can operate the JV, build the local team, and win work at scale.
The Program Director will serve as Grunley's on-the-ground leader for the Hawaii Navy MACC, acting as the day- to-day executive for the Grunley/Goodfellow Brothers joint venture. This person will own the full lifecycle of the program: identifying and qualifying task order opportunities, building relationships with NAVFAC Hawaii and the local trade and ownership community, directing preconstruction and proposal efforts, negotiating final contract terms, and standing up the project delivery teams that execute the work.
This is a builder role — the successful candidate will effectively be building and running a regional operating company under Grunley's ownership.

Requirements
Required Education
- Bachelor’s degree in Engineering, Construction Management or related fields
Required Experience
- This position requires a minimum of ten (10)+ years of of progressively responsible construction leadership experience, including federal/military construction.
Required Qualifications
- Demonstrated experience with Navy (NAVFAC) or other DoD design-build/design-bid-build delivery and MACC, IDIQ, or JOC contract vehicles.
- Prior experience operating within or leading a joint venture, teaming agreement, or similar partnership structure.
- Track record of winning and executing large, complex federal construction task orders or contracts.
- Strong negotiation skills with government contracting officers and JV/teaming partners.
Preferred Experience
- Prior experience working in the Hawaii or broader Pacific construction market.
- Familiarity with heavy civil, earthwork, or marine/waterfront construction.
- Existing relationships within NAVFAC Hawaii or the local A/E and subcontractor community.
- Experience standing up a new office or regional operation from the ground up.

- Willingness to be based in or relocate to Hawaii.
Summary
Responsibilities/Duties
- Market & Relationship Development
- Serve as Grunley's primary relationship owner with NAVFAC Hawaii contracting and engineering leadership.
- Build and maintain the joint venture governance relationship with Goodfellow Brothers leadership.
- Develop and maintain relationships with the Hawaii subcontractor, supplier, and design community.
- Represent Grunley in local industry associations, Navy industry days, and community engagements.
- Pursuit & Preconstruction Management
- Track, qualify, and prioritize MACC task order releases against JV capacity and win strategy.
- Lead go/no-go decision-making in coordination with Chip Scott and Grunley executive leadership.
- Direct the pursuit and proposal process for each task order, working closely with Grunley's preconstruction and estimating teams on pricing, scope, and technical approach.
- Coordinate self-perform scope planning and pricing with Goodfellow Brothers' estimating team.
- Contract Negotiation & Execution
- Lead negotiation of final task order pricing and terms with NAVFAC Hawaii.
- Ensure JV agreements, scope splits, and risk allocations between Grunley and Goodfellow Brothers are clearly documented and equitable.
- Hire, assign, and manage project executives, project managers, and site superintendents to deliver awarded task orders.
- Oversee project performance, safety, quality, schedule, and financial results across the active task order portfolio.
- Organization & Culture
- Build the Hawaii regional office team and infrastructure needed to support an $8B, 8-year program.
- Establish a performance culture consistent with Grunley's values while respecting Goodfellow Brothers' JV partnership and local Hawaii market norms.
- Report program pipeline, financial performance, and risk items directly to Chip Scott.
