Facilities Business Director

Applicants may be educational officers, teachers, and other qualified individuals. This position is excluded in the Educational Officers' Bargaining Unit and will be filled as a limited term vicing appointment. A written examination/assignment may be administered to help determine possession of the knowledge and abilities portions of the minimum qualification requirements.

Examples of Duties

Under the general supervision of the Assistant Superintendent of the Office of Facilities and Operations, the Facilities Business Director:

  • Maintains management controls over operations of the assigned programs and responsibilities to ensure that planned levels of accomplishment are attained.
  • Determines strategic direction of the Branch and oversees all program activities to ensure performance in accordance with prescribed direction, policies, and procedures.
  • Accompanies or represents the Assistant Superintendent of OFO in meetings with the Deputy Superintendent of Operations, Superintendent, Board of Education, legislative hearings, and other civic and community groups on accountability matters.
  • Confers with high-level administrative and technical personnel in the Department of Education (Department) and other state/county agencies to facilitate the accomplishment of program requirements and resolve issues.
  • Oversees construction procurement including protests, contract administration, fiscal management, and related reports.
  • Prepares testimony, correspondence, and responses to inquiries from the Governor, Legislature, or other agencies and individuals.
  • Directs the development and conduct of various administrative staff services, including the formulation of policies and business management procedures, standards, and controls.
  • Coordinates and reviews the effectiveness of program plans. Evaluates and makes recommendations on corrective actions to the appropriate levels of management to address reported deficiencies in meeting program requirements.
  • Provides technical consultation to improve school and program performance in meeting standards and objectives related to the Branch functions.
  • Directs the analysis of data for decision-making purposes on accountability controls, including budget and internal control measures.
  • Plans, directs, coordinates, and evaluates the work of subordinates.
  • Establishes work performance standards for positions under immediate supervision, evaluates job performance, and discusses ratings with subordinates to meet state requirements and to improve performance.
  • Identifies and establishes staffing and training requirements. Sets training policies and standards for procedures used in hiring staff, promoting staff to higher-level positions, and governing staff conduct in carrying out duties.
  • Establishes technical standards covering products prepared by the Branch.
  • Plans, directs, coordinates, and reviews the operating budget requests of subordinate supervisors and oversees expenditure of operating funds.
  • Reviews and takes action on recommendations for promotions, transfers, demotions, and other personnel actions; conducts interviews and selects persons to fill branch vacancies after consultation with subordinate supervisors; schedules and approves requests for leaves of absence; and evaluates the performance of subordinate supervisors and reviews their ratings of the staff.
  • Instructs subordinate supervisors on methods to be employed in resolving program problems; interpreting law or changes in the law, rules, regulations, policies and procedures; and solving program matters.
  • Supervises preparation of or writes position descriptions for positions in the branch and initiates, prepares, and submits documents for personnel actions.
  • Oversees Branch personnel oversight including but not limited to personnel vacancies, evaluations, position descriptions.
  • Ensures staff is trained in the various steps of the construction procurement process including source selection methods of construction procurement, procurement protests, contract drafting, scope of work, and negotiation of contract terms and conditions most favorable to the State and the Department.
  • Reviews and approves complex contract problems. Oversees complaints investigations against contractors/vendors as needed.
  • Serves as subject matter expert for OFO on facilities business operations, including construction procurement, fiscal controls, and compliance matters.
  • Interprets and communicates laws, rules, regulations, and policies governing Branch programs.
  • Provides guidance to school administrators, complex area leadership, and program managers regarding facilities business procedures and requirements.
  • Ensures compliance with state construction procurement statutes and administrative rules.
  • Oversees administration of OFO electronic procurement functions.
  • Performs other related duties as assigned.
