Job Title

Program Operations/Management

Major Duties and Responsibilities

Responsible for the administration, operation and technical direction of the Child and Youth Program (CYP), which may include CDCs, FCCs, SACS, YPs and CYES to facilitate the identification of child care, recreational and educational supports services and options for authorized patrons.

Establishes, revises, or reviews policies, procedures, and objectives for the staff, as necessary to eliminate work problems or barriers to accomplishments, promote team building, implement quality improvements, or respond to concerns with regulatory compliance and/or customer requirements.

Collects and analyzes CYP program data to determine installation program adequacy and effectiveness.

Ensures seamless service and continuity of quality options for all children and youth. Develops strategies for program improvement. Initiates and maintains partnerships with both on and off installation organizations serving children and youth.

Initiates and maintains partnerships with both on and off-installation local schools. Interfaces with local school board representatives to establish state-run Pre-Kindergarten Programs or official CYP sponsored Pre-Kindergarten programs.

Oversees CYP food service program to ensure compliance with applicable Navy and USDA food program policies and procedures to include proper meal components and food service/preparation and storage.

Serves as the installation liaison with the Regional CYP Manager on all CYP issues.

Serves on workgroup to review changes in policy or programming before implementation enterprise wide.

May participate in CYP pilot programs or initiatives.

Implements and monitors policies to include guidance, fee policies, program registration/enrollment, baseline standards and benchmarks, key management control and space utilization goals. Develops operational procedures to anticipate installation needs and trends and documents results.

Develops, monitors, and analyzes applicable statistical data to track operating programs, evaluate their effectiveness and applicability to strategic goals, and plan improvements. Informs senior management of progress and advises of significant developments that impact plans.

Ensures the CYP T&C Specialists develop targeted, integrated training plans that account for the common and unique training needs of CYP staff.

Ensures development and implementation of Standard Operating Procedures (SOPs) across the CYP.

Coordinates with all Installation Directors to ensure an installation Parent Participation Plan, including a Parent Information Board (PIB) that includes parents and representatives from respective applicable component areas such as CDC, FCC, SAC, and YP is implemented.

Budgeting and Financial Management Policies and Procedures

Ensures compliance with all Department of Navy (DoN), Department of Defense (DoD), State, Federal and local instructions, standards, regulations, policies and procedures as they apply to the total CYP.

Coordinates with all installation CYP Directors the development of single installation Standard Operating Procedures (SOPs), CYP Professional Handbook and a parent handbook for the CYP for efficient operation and management of facility and programs for use within the CYP.

Compliance

Coordinates and maintains documentation for Commander, Navy Installations Command (CNIC) and Multi-Disciplinary Team Inspections and is responsible for timely corrective actions plans for all programs in the CYP.

Establishes review systems for the organization and make certain government needs are met and validated, and that economy and quality and quality of operations are maintained or improved.

Ensures program accreditation and DOD certification requirements are maintained by monitoring programs in good standing.

Ensures the development and implementation of review systems to ensure compliance with government requirements while maintaining or enhancing operational efficiency and quality.

Uses the Incident Reporting Tool (IRT) in accordance with DON, CNIC, and DOD communication and reporting requirements of serious incidents that occur in CYPs. Ensures suspected child abuse or neglect is reported to the appropriate agencies and that all reporting protocols are followed. Evaluates reportable incidents for trends and ensure processes and procedures are established to reduce them across the CYP.

Responsibilities

Serves as a mandatory reporter to Family Advocacy and Child Protective Services

As needed, represents CYP in Installation Determination Committee investigations and Problematic Sexual Behavior in Children and Youth - Multi-Disciplinary Team Assessments.
