Utility Program Manager
You will manage regional oversight for complex utility programs and contracts, ensuring compliance with federal, state (Hawaii), and local regulations.
You will analyze technical utility systems, including water/wastewater standards, and recommend system improvements for operational and regulatory compliance.
You will provide programmatic and compliance oversight to PWD utility infrastructure projects in developing scopes and cost estimates while managing diverse government and community stakeholders.
You will use data systems (e.g., MAXIMO, CIRCUIT) for performance monitoring, financial analysis, and data-driven strategic decision-making.
You will identify program risks, problems, issues, and concerns to formulate mitigation plans or corrective strategies.
You will resolve complex operational problems by leading cross-functional teams and implementing effective, lasting solutions in multi-stakeholder environments.
You will develop and implement energy/utility policy, aligning with strategic DoW goals for resilience, energy reduction, and privatization.
You will engage with Hawaii-specific regulatory bodies and community groups, demonstrating knowledge of local environmental and political landscapes.
Must be a US Citizen.
Must be determined suitable for federal employment.
Must participate in the direct deposit pay program.

This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
This is a bargaining unit position.
The incumbent may be required to work overtime, shift work, weekends, holidays, or rotating shifts.
