Division Director
You will serve as the Division Director, providing administrative and technical direction to the Staffing and Recruitment/Classification Branches through subordinate supervisors. You will direct HR functions encompassing Recruitment, Staffing, Position Management, Classification, Compensation, Workforce Shaping. You will exercise full HR management responsibilities, including interviewing and selecting employees for promotion and appointments, recognizing performance with awards, and executing job changes and details.
You will develop and manage the division's budget, including salary costs, training requirements, and non-labor expenses. You will exercise prudent position management in duty assignments and position structuring to ensure maximum effectiveness, economy, and the avoidance of unwarranted grade escalation. You will serve as the principal technical and policy advisor for assigned HR functional areas. You will brief all levels of management on essential program aspects, HR capabilities, and the regulatory impacts of reorganizations or special projects.
You will direct the development of data collection, data analysis, and quality reviews on civilian personnel programs and organizational issues.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR .
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
providing strategic planning, and management of staffing, recruitment, compensation, and classification programs; integrating higher level policy, guidance, and instruction, and translating it to technical and authoritative guidance;providing complete and accurate advisory services; recommending solutions to resolve complex issues; developing new and/or modified work methods, approaches, and strategies.
