under the general supervision of the assistant superintendent of the office of campus operations and support, the safety, security and emergency preparedness director:
- directs branch operations and aligns program activities with department strategic goals, policies, and procedures.
- establishes program goals, priorities, performance measures, and operational plans for the branch.
- evaluates administrative performance and service delivery to identify operational issues, improve program effectiveness, and ensure regulatory compliance.
- administers the operating budget, allocates fiscal resources, and monitors expenditures to ensure fiscal accountability.
- prepares internal operational reports, budget proposals, policy recommendations, memoranda, and executive communications for department leadership and external stakeholders.
- represents the department on school safety, security, and emergency management initiatives across complex area offices, districts, and state agencies to ensure alignment and coordinated implementation of statewide initiatives.
- accompanies or represents the ocos assistant superintendent in meetings with the superintendent, board of education, legislative hearings, and civic or community groups as assigned.
- prepares legislative testimony, executive briefings, and formal responses to inquiries from elected officials, governmental agencies, and the public.
- builds and maintains collaborative partnerships with federal, state, county, and community agencies to advance department priorities and strengthen statewide safety and emergency preparedness efforts.
- provides leadership, supervision, and direction to staff within the branch; establishes performance expectations, evaluates performance, identifies professional development opportunities, and supports required training.
- directs workforce planning, recruitment, selection, employee development, succession planning, and personnel actions in accordance with department policies and collective bargaining agreements.
- conducts staff meetings and provides guidance regarding the interpretation and implementation of laws, regulations, policies, procedures, and program requirements to promote collaboration, accountability, and continuous improvement.
- serves as the department's emergency management coordinator and primary liaison with state and county emergency management agencies; coordinates department preparedness, response, recovery, and continuity of operations for emergencies and disasters affecting schools and department facilities.
- oversees the development, implementation, maintenance, and periodic review of the department’s emergency operations plan, continuity of operations plan, and related emergency management plans.
- provides timely situational awareness and emergency notifications to department leadership regarding natural hazards, public safety incidents, and emergencies; coordinates statewide shelter operations and department-wide emergency response activities when required.
