Our client has been in business since 1944 and have a large labor force of skilled craftsman with a full support staff of professionals who comprise of engineering, project management, QA, EHS, accounting, contracts, and human resources.

Job Summary

We are searching for a highly qualified Estimating Manager to provide leadership and supervisory oversight of the Estimating Department.

The ideal candidate will have 10+ years' experience working as a ship repair estimator or similar position and have a passion for business development while leading a team in a fast-paced, dynamic environment.

The Estimating Manager will assign and delegate tasks to a small group of estimators and planners.

The ideal candidate will set priorities and monitor progress to ensure proposals and bids are submitted in a timely manner

Job Description
  • Manages daily activities of the estimating department
  • Thorough understanding of ship repair planning and estimating
  • Monitors progress of subordinates and ensures deadlines are met
  • Leading and managing a team of estimators to generate base cost estimates.
  • Create standardized approaches to developing estimates and proposals.
  • Engages in business development and identifies new leads.
  • Oversee, delegate, and handle all parts of the estimating process which includes: respond to RFPs, interpret blueprints, perform ship checks, determine pricing strategies, negotiate contracts, and handle change orders.
  • Ensures the assignment of work is delegated appropriately to employees.
  • Communicates regularly with executive management, vendors, subcontractors. and consultants.
  • The Proposal & Estimating Department Manager supervises a team of employees, which includes Sr. Estimators, Estimators, Procurement Specialists, and other supporting staff.
  • Stays abreast of developments in the industry.
  • Assists with planning future staffing requirements.
  • Performs final review off on all bid packages submitted to customers.
Skills Required
  • Minimum requirement of 10 years of ship repair or marine industry experience, five years of management experience highly recommended.
  • Advanced knowledge of estimating strategies and techniques. Understanding of maritime ship repair and construction, terminology and contracts.
  • Experience negotiating contract changes and providing labor estimates for ship repair.
  • Previous experience or training in work sequencing and scheduling.
  • Excellent written and verbal communication skills.
  • Proficient with Microsoft Word, Excel, and Project or similar scheduling software.
  • Knowledge of Navy Vessels and ship construction methods.
  • NAVSEA standards as well as federal and state regulations.
  • Ability to organize and prioritize to meet deadlines in a dynamic, fast-paced environment.
  • Ability to read technical drawings and understand government contracts.
  • Experience with proposal writing.
  • Highly experienced with Microsoft Office, Excel.
Education/Training/Certifications
  • Bachelor of Science in engineering or related field or equivalent work experience
Additional Requirements
  • This position requires US Citizenship due to clearance required for base access.
  • Must successfully obtain and maintain TWIC and Defense Biometric Identification System (DBIDS) Credential to gain access to federally controlled work sites.
  • Must submit to and pass a post-offer drug screening and a background check.
