About the Role:
  • This position supports an active dry dock construction project at a large federal project on O'ahu. QRSE is seeking an experienced Concrete Quality Manager to lead concrete quality control on active federal heavy civil and marine construction work. The project is already underway, and the initial quality setup has been carried forward; the current need is for a hands-on concrete quality professional who can take ownership of production tracking, testing, laboratory coordination, reporting, documentation, and contract compliance.
  • This role is built for someone with concrete expertise, construction field experience, and disciplined follow-through: a person who can walk the work proactively through the Contractor Quality Control (CQC) program submittal review/approval process, requirements for preparatory, initial and follow up inspections, understand what is happening technically, manage the testing and reporting process, recognize nonconforming work early, and keep concrete quality records complete and ready for review.
  • This is a federal project, and the position requires thorough sound judgment and discretion. Candidates should be comfortable discussing concrete design and methods, testing, quality control, and contract requirements without disclosing protected project details, design features, or schedule information.
What You’ll Do:
  • Serve as the concrete quality lead and primary point of contact for concrete quality control, working in coordination with the project CQC Manager, production teams, suppliers, laboratories, special inspectors, and Government/customer representatives.
  • Implement and manage the concrete quality control program, including submittals for quality documentation, mix design records, thermal control plans, material testing documentation, admixture documentation, laboratory testing, field testing, inspections, CQC certifications, and required reports.
  • Track concrete production daily and weekly, including placements, quantities, batch tickets, truck delivery data, test frequency, specimen sets, curing records, break results, deficiencies, rework, and open quality issues.
  • Manage the on-site laboratory and testing workflow. Coordinate with approved testing agencies and verify that sampling, specimen fabrication, curing, storage, transportation, testing, and reporting are performed in accordance with applicable ASTM, ACI, contract and project requirements.
  • Review concrete field and laboratory data for compliance, including slump or slump flow, concrete temperature, air content, unit weight, compressive strength, flexural strength when applicable, drying shrinkage, chloride-related testing, alkali-silica reactivity testing, and durability performance requirements.
  • Provide quality oversight for cast-in-place concrete, cast-in-place marine concrete, tremie-placed marine concrete, mass concrete, concrete toppings, heavy-duty concrete paving, and precast/prestressed concrete interfaces.
  • Support concrete readiness reviews, preparatory and initial phase meetings, inspection points, hold points, and acceptance criteria for concrete-related definable features of work.
  • Oversee tremie concrete quality requirements, including pre-placement readiness, underwater placement controls, tremie pipe requirements, continuous placement expectations, elevation tracking, laitance removal, and construction joint preparation.
