Job Purpose

The Quality Manager position is responsible for implementing and enforcing the Quality Management System (QMS) across all Fire Protection System Maintenance and Repair Services performed at Joint Base Pearl Harbor-Hickam (JBPHH), Marine Corps Base Hawaii (MCBH), and outlying areas. This position ensures that all contract work is executed in accordance with established quality standards, applicable safety regulations, and contractual requirements.

The Quality Manager works in close coordination with the Project Manager and field personnel to maintain a safe, compliant, and high-quality work environment throughout the period of performance.

Duties and Responsibilities
  • Develop, implement, and enforce the project Quality Management System (QMS) and Quality Control Plan (QCP).
  • Conduct and document preparatory, initial, and follow-up quality control inspections for all definable features of work.
  • Identify and track non-conformances; initiate and verify corrective actions.
  • Prepare and submit all required quality reports and deliverables (Quality Control Reports, inspection records, non-conformance reports) per contract schedules.
  • Coordinate with Government QA representatives; respond to all Government-identified deficiencies.
  • Monitor subcontractor quality activities for compliance with the approved QCP.
General
  • Maintain centrally located on-site presence during Government regular working hours (0700–1600, M–F, excluding Federal holidays); available within two (2) hours after hours.
  • Perform other duties as assigned.
Required

Skills and Qualifications Experience
  • Minimum three (3) years of experience preparing and enforcing QMS programs on contracts of similar size, scope, and complexity.
  • Experience conducting preparatory, initial, and follow-up QC inspections on construction or maintenance service contracts.
  • Experience preparing QC reports, non-conformance reports, and corrective action documentation.
Technical Knowledge
  • Working knowledge of Quality Management Systems (QMS) and Government contractor quality standards.
  • Familiarity with NAVFAC Quality Control requirements and Government QA/QC processes.
  • Knowledge of applicable NFPA codes and standards related to fire protection systems (NFPA 1, 10, 13, 72, and related standards).
  • Ability to review technical documents, specifications, inspection reports, and quality records for compliance.
  • Proficiency with Microsoft Office Suite and the ability to maintain electronic quality records, inspection documentation, and reports.
Preferred

Skills and Qualifications
  • Prior experience supporting Department of Defense (DoD) or NAVFAC contracts.
  • Familiarity with NAVFAC contract administration and Government quality assurance processes.
  • Experience with fire protection system inspection, testing, maintenance, and repair quality requirements.
  • Strong analytical, documentation, communication, and organizational skills.
  • Bilingual or multicultural communication skills are a plus.

  • Valid driver’s license required.
  • US. citizens or naturalized U.S. citizens only.
