Salary Range

All new external applicants will be placed on the initial step of the salary range. Placement above the initial step will be based on special characteristics, critical needs, exceptional qualifications, availability of funds, and other relevant factors. Prior approval is required. Hawaii State Department of Education employees will be placed on the salary range in accordance with Department regulations.

Responsibilities
  • Research potential land acquisition sites for new schools, expansions, or disposition, considering location, size, zoning, and environmental impact.
  • Engage with landowners to negotiate fair market prices and terms, including securing necessary easements and rights of way.
  • Conduct thorough property due diligence, including title searches, boundary surveys, environmental assessments, and zoning verification.
  • Draft and review purchase agreements, deeds, and other legal documents related to land acquisition.
  • Coordinate with local planning departments and other regulatory agencies to obtain necessary entitlements for land development.
  • Oversee the management of acquired land, ensuring proper maintenance and compliance with environmental and zoning regulations.
  • Work closely with school officials, design professionals, and related consultants, construction teams, and legal counsel to ensure successful land acquisition projects.
Education Requirements

Graduation from an accredited four (4) year college or university with a bachelor’s degree.

Experience Requirements

Applicants must have progressively responsible work experience of the kind, quality and quantity described.

Specialized Experience (Land Agent V)
  • 3-1/2 years specialized experience.
  • * Supervisory experience (required).
  • 3-1/2 total years of experience.
Specialized Experience Examples
  • Progressively responsible experience in land management, including acquisition and disposition transactions, inspection of public lands, and enforcement of land laws.
  • Progressively responsible experience in property management, including acquisition or disposition, evaluation, solicitation of bids, rental rates, tenant selection, and property protection and maintenance.
  • Experience in appraising real property, estimating values based on location, environment, zoning, and market trends.
  • Experience in developing and maintaining real property classification and valuation systems.
  • Supervisory Experience
  • Planning and directing the work of others.
  • Assigning and reviewing their work.
  • Advising on difficult problems.
  • Training and developing subordinates.
  • Evaluating performance.
  • Substitutions Allowed

    A master’s degree in real estate, real estate finance, business finance, property management, appraising, land management, urban planning, or a law degree with land acquisition and development specialization, or a closely related major, may be substituted for one (1) year of the Specialized Experience.

    License Requirement

    Applicants must possess a valid license to drive in the State of Hawaii.

    Salary

    The advertised salary is based on full-time employment and includes shortage and school year differentials, if applicable.

    Requirements

    Applicants must meet all the requirements for the position they are seeking as of the date of the application, unless otherwise specified. Unless specifically indicated, the required education and experience may not be obtained concurrently. Calculation of experience is based on full‑time, 40‑hour workweeks. Part‑time experience is pro‑rated. Example:
    Twelve months of experience at 20 hours/week is equivalent to six months of experience, not one year. Hours worked in excess of 40 hours/week will not be credited. Example:
    Twelve months of experience at 60 hours/week is equivalent to one year of experience, not one and a half years.

    Temporary Assignment
  • A copy of the applicant’s TA History Report or an equivalent system‑generated report.
  • A signed letter from the applicant’s supervisor that includes the applicant’s name, his/her TA job title, the TA start and end dates (mm/yy to mm/yy), his/her specific TA duties performed, and either the TA hours worked per week or total TA hours worked.
  • Copies of the applicant’s signed SF‑10 Forms.
