Job DescriptionThe Archeologist will review federal, state, and local projects with the potential to affect historic properties in accordance with Hawaii Revised Statutes (HRS) Chapter 6E and Section 106 of the National Historic Preservation Act (NHPA). These reviews will follow the processes outlined in Hawaii Administrative Rules (HAR) Chapter 13-275 and 13-284 and the Code of Federal Regulations (CFR) Title 36 Part 800.
This includes the identification and inventory of historic properties, evaluation of significance, determination of effect to significant historic properties, mitigation commitments, development of mitigation plans, and verification of mitigation completion.
The ideal applicant will have experience reviewing and producing government memorandums for the following documents:
- Requests for Historic Preservation Review in accordance with HRS Chapter 6E and a determination letter in accordance with HAR 13-275 and HAR 13-284
- Requests for Area of Potential Effect (APE) Concurrence
- Requests for Information on Historic Properties in the APE
- Requests for concurrence with 6E and NHPA Section 106 Effect Determinations
- Archaeological Testing Strategies
- Archaeological Inventory Survey Reports
- Archaeological Assessment Reports
- Archaeological Monitoring Plans
- Archaeological Monitoring Reports
- Archaeological Data Recover Reports and Plans
- Archaeological Preservation Plans
The position will include the preparation of government memorandums responding to these various steps in the historic preservation review and Section 106 consultation process. The applicant must also be able to perform archaeological literature and database research.
Minimum QualificationsBA/BS in Archaeology, Anthropology, Cultural Studies, Hawaiian Studies, or similar field + 6 years of relevant experience or demonstrated equivalency of experience and/or education.
Preferred Qualifications- Experience reviewing projects in accordance with HRS Chapter 6E and Section 106 of the NHPA.
- Strong understanding of or familiarity with HRS 13-275, HRS 13-284, and CFR Title 36 Part 800.
- Experience working with various federal, state, and local agencies.
- Experience using Arc Maps and/or ArcGIS, Adobe software, and Microsoft software.
- Excellent time management, organization, and technical writing skills.
