Responsibilities- Provide leadership, planning, direction, organization, and program evaluation for the Office of Research Integrity; prepare program strategic plans and budget justifications.
- Serve as the institution’s Research Integrity Officer (RIO), supporting the University’s Ethics Committee.
- Receive and assess allegations of research misconduct and manage investigations in accordance with federal, state, and institutional regulations.
- Recommend findings and administrative actions to the institutional Deciding Official (DO).
- Engage with others to enhance program activities; provide content to websites promoting research integrity and excellence.
- Develop materials to promote programs to various audiences.
- Identify and implement creative means for promoting ORC research integrity programs across the UH system.
- Ensure compliance with all federal, state and local regulations on research compliance and responsible conduct of research.
- Evaluate and refine current university research compliance policies and procedures to meet regulations and programmatic goals.
- Create or revise university procedures and guidelines implementing regulations, fostering best practices and improving program operations.
- Exercise expert judgment in developing policies, procedures and regulations related to detection, investigation, and prevention of research misconduct.
- Keep abreast of changes in regulations, policies, procedures and guidelines.
- Develop and use educational resources including activities, curricula, multimedia to teach responsible conduct of research (RCR).
- Conduct highly interactive, technology‑assisted educational programs for research investigators and staff.
- Support the Ethics Committee, advising on federal, state, and institutional regulations.
- Serve as ad hoc member on research compliance committees (e.g., IACUC, IRB) and other university standing committees.
- Work closely with the Office of General Counsel, Office of the Vice President for Research and Innovation, and federal, state and local agencies to resolve research compliance issues.
- Collaborate with administrative, academic and compliance leaders across UH and with external agencies to ensure research integrity.
- Assist ORC programs and researchers in developing training plans for grant proposals.
- Consult with other ORC leadership to promote synergy and streamline processes.
- Ensure all federal, state, and local reporting requirements are met; prepare administrative records and analytics for program reporting.
- Work with IT staff to create and maintain databases of program and case records; represent the university at national, state, and local meetings.
- Foster good working relationships with federal research regulatory offices.

Minimum Qualifications
- Baccalaureate degree in biomedical sciences, ethics, philosophy, or related field and six years of progressively responsible professional experience with responsibilities for research, research administration, or law; or equivalent combination of education and experience.
- Advanced knowledge and understanding of research administration, law, and emerging concepts in the assigned area.
- Comprehensive knowledge of principles, theories, federal and state laws and systems pertaining to research administration.
- Ability to analyze complex problems, use reasoning, and apply creative thinking to resolve issues.
- Strong written and verbal communication, persuasion, negotiation, and consensus building skills.
- Ability to establish and maintain effective working relationships with internal and external organizations.
- Computer proficiency with word processing software.
- For supervisory work, ability to lead subordinates, manage priorities, projects, and employee relations.
Supplemental Minimum Qualifications
- Current understanding of the regulatory environment governing academic research conduct.
- Experience in a research environment such as conducting research or research administration.
- Experience convening and coordinating committees and working groups.
- Ability to work with diverse constituents; knowledge of rules of evidence and due process.
Desirable Qualifications
- Ph.D., MD, or DVM in biosciences, ethics, or related discipline.
- Experience in a university Research Integrity Office.
- Knowledge of federal regulations and federal granting agencies.
- Experience in ethical deliberations related to biomedical sciences, scientific integrity and research misconduct.
