Marine Lab Compliance Officer

Essential:

• Ensure research and education activities conducted under HIMB institutional permits are in compliance with all relevant University, Local/County, State, and Federal regulations.
• Create and maintain a database of training and certifications required for HIMB institutional permits, ensuring all individuals participating in research and education have current training and certifications. Coordinate the delivery of safety courses/trainings through the UH Environmental, Health and Safety Office (EHSO).
• Serve as HIMB National Pollutant Discharge Elimination System (NPDES) Permit Compliance Officer to oversee HIMB's permit compliance, including but not limited to: preparation of permit application; preparation of reports; water quality monitoring sample collection and analysis; development/modification/implementation/enforcement of standard operating procedures and policies; internal field inspections and records audits; scheduling and coordinating regulatory inspections with representatives from University, Local/County, State, and Federal agencies.
• Oversee HIMB DAR Special Activity Permit to coordinate compliance of all research collection and sampling activities as defined by the state Division of Aquatic Resources; prepare required reports, annual permit applications and periodic amendments.
• Research and prepare permit applications necessary for small infrastructure projects in collaboration with the HIMB Auxiliary and Facility Services Officer and Space Advisory Working Group.
• Coordinate with outside experts on complex permitting tasks such as Office of Conservation and Coastal Lands Conservation District Use Permits, National Environmental Policy Act Environmental Assessments, US Army Corps of Engineers permits, and US Coast Guard navigable waterways permits.
• Serve as HIMB HAZMAT Officer, and oversee the proper collection, storage, and management of Hazardous Materials and Hazardous Waste across HIMB in accordance with University of Hawaii, Hawaii Department of Health (HDOH), Federal Environmental Protection Agency (EPA), Federal Department of Transportation (Use the "Apply for this Job" box below). and Federal Occupational, Health and Safety Administration (OSHA) regulations. Coordinate with UH EHSO office for waste collection, disposal, and periodic laboratory safety and compliance inspections.
• Monitor, and maintain a database of field research in the Coconut Island Marine Reserve, and the use of HIMB research facilities and resources by resident and visiting researchers. Allocate and oversee visiting researcher use of HIMB research facilities and resources with direction from the HIMB Director and Space Advisory Working Group.

Additional Functions:

• Supervise the HIMB Graduate Assistant responsible for NPDES water quality monitoring and laboratory hazardous waste collection; ensure proper protocols are followed, including rigorous recordkeeping required for permit compliance.
• As directed by the HIMB Director or Associate Director, demonstrate appropriate use and care of shared laboratory facilities and equipment to research and education staff and/or student assistants and visiting researchers.
• Coordinate maintenance and repair of shared scientific equipment, maintain a database of potential repair consultants in coordination with HIMB Auxiliary and Facility Services Officer and Maintenance Mechanic.
• Prepare cost estimates and requisitions for authorized supplies, tools and materials and stocks replacement parts. Maintain inventory, storage area, and condition of shared scientific tools, replacement parts, materials, and supplies.
• Advise HIMB principal investigators regarding project-specific permitting needs, such as wildlife collecting, research infrastructure, or animal care.
• Serve on relevant HIMB committees as assigned by the Director.
• Advocate for a strong, positive safety and environmental compliance culture in research laboratories and activities.

Minimum Qualifications:

• Possession of a baccalaureate degree in the natural or physical sciences or related field and 3 year(s) of progressively responsible professional experience with responsibilities for laboratory safety and environmental compliance, or equivalent education/training or experience.

Knowledge, Skills and Abilities:

• Considerable working knowledge of principles, practices and techniques in the field of marine lab management as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
• Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with research activities and laboratories.
• Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
