Job Title and LocationJuvenile Counselor I (Female/DL), SR‑16, Honolulu, Oahu.
Work Location:
The positions are located at the Home Maluhia shelter located in Honolulu, Oahu.
Gender‑Specific Positions: The positions require the employee to be of the same gender (female) as that of the client being served.
Shiftwork: Incumbents must work on a rotating shift basis. This includes weekends, nights, holidays, rotating shifts, and times outside normally scheduled work hours.
Intermittent (on‑call)
Work Hours:
Some positions are identified as intermittent (on‑call). Hours vary from 0 to 40 per week, dependent on department needs. Applicants must be willing to work weekends, nights, and holidays.
Attitudinal Test: All applicants who meet the minimum qualification requirements must pass an Attitudinal Test to be eligible for employment consideration.

ResponsibilitiesPerforms therapeutic counseling and allied rehabilitative services of a simple nature in accordance with defined policies, procedures, and supervisory instructions for juveniles requiring temporary shelter in a non‑secured facility. Duties include interviewing juveniles to obtain background and pertinent information; assisting in the investigation, evaluation, and assessment of the juvenile’s background; making recommendations on referrals to community resources and treatment/rehabilitation; preparing case records and reports;
and performing other duties as required.
Education Requirement: Graduation from an accredited four‑year college or university with a bachelor’s degree that includes a minimum of twelve semester credit hours in a social science.
Experience Requirement: Excess work experience described under Specialized Experience below or other responsible administrative, professional or analytical work experience that provides knowledge and abilities comparable to a four‑year bachelor’s degree may be substituted on a year‑for‑year basis. Experience must demonstrate scope, level, and quality sufficient to assure possession of comparable knowledge and abilities. Must also demonstrate ability to write clear, comprehensive reports and documents;
read and interpret complex written material; and solve complex problems logically and systematically.
Progressively responsible professional experience involving counseling to individuals and/or their families, demonstrating application of behavioral and social sciences. Qualifying examples include educational counseling, guidance, vocational rehabilitation, psychological or pastoral counseling, probation or parole services counseling.
License RequirementApplicants must possess a valid and unexpired driver’s license to operate a motor vehicle.
Education SubmissionBachelor’s degree with at least twelve semester credits of social science coursework may apply within three months prior to graduation. If selected, an original official transcript (not a copy) will be required, indicating completion of required coursework and awarding of degree.
PREA RequirementsIn accordance with PREA Federal law, the Hawaii State Judiciary shall not hire or promote anyone who may have contact with detainees in juvenile facilities, lockups, prisons, jails, or community confinement facilities if:
- a. Has engaged in sexual abuse in any of the above facilities.
- b. Has been convicted of engaging or attempting to engage in sexual activity facilitated by force, overt or implied threats, or coercion, when the victim did not consent or could not refuse.
- c. Has been civilly or administratively adjudicated to have engaged in the activity described in b.
- d. Has been the subject of substantiated allegations of sexual abuse or sexual harassment, or resigned during a pending investigation of such allegations.
