Position: ELIGIBILITY WORKER IV - DEPARTMENT OF HUMAN SERVICES - LIHUE, KAUAI
Location: East Honolulu

Salary: $4,742 to $6,003 per month (SR-18, Step C to I).

This Eligibility Worker IV position is located within the Department of Human Services in the Benefit, Employment and Support Services Division (BESSD), Statewide Branch, Kauai Section.

BESSD Eligibility Workers determine the initial and continuing eligibility of applicants/recipients for the financial assistance and supplemental nutrition assistance programs. The primary purpose of this position is to conduct quality assurance reviews to identify errors and/or error‑prone program areas, identify, develop, or coordinate training on specific program areas, and serve as the Section’s trainer.

Eligibility and Qualifications
  • Legal authorization to work
    :
    State of Hawaii requires all persons seeking employment with the government of the State to be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment.
  • Education requirement
    :
    Experience demonstrating high verbal skill, reading, comprehension and applying written directions, performing basic mathematical computations, including percentages and averages. This may be met from part‑time or unpaid work on a continuous basis, or possession of a high school diploma or equivalent.
  • General experience requirement
    :
    Three (3) years of public contact work that required providing information, answering questions, explaining policies, rules, and regulations in person or by telephone and utilizing a computer to retrieve and enter data.
  • Examples of qualifying work experience include:
    • Para‑professional who maintained close and continuing relationships with clients.
    • Customer service representative who interfaces with the public to resolve problems.
    • Para‑legal assistant or life insurance salesperson who established a positive relationship with clients in providing and eliciting information and furnishing advice or guidance.
  • Examples of non‑qualifying work experience include: retail store sales cashier, general office clerk, car insurance salesperson, or service station attendant.
  • Specialized experience requirement
    :
    Three (3) years of progressively responsible work experience demonstrating knowledge of philosophy, goals, functions and standards of services for public assistance programs and the ability to perform eligibility determination work. At least one year of that experience must have involved applying regulations, policies and procedures of a public assistance program.
  • Supervisory aptitude
    :
    Demonstrated supervisory aptitude through successful completion of assignments with supervisory responsibilities, group or team leadership, or completion of supervisory training with application of supervisory skills.
