Eligibility Program Specialist (EPS) V
Serves as a principal program specialist for the Supplemental Nutrition Assistance Program Office (SNAPO). Primary duties include formulating and completing State plans, developing and implementing rules, policies, and procedures, procuring contract services, and monitoring and evaluating contracted services and expenditures for the SNAP Office.
Responsibilities- Prepare, submit, and maintain State plans for SNAPO.
- Develop, update, and enforce rules, policies, and procedures related to SNAPO operations.
- Procure necessary contract services and oversee contract performance.
- Monitor and evaluate contracted services and expenditures, ensuring compliance with federal regulations.
- Analyze technical material, identify issues, and recommend and implement appropriate solutions.
- Report on accomplishments, expenditures, and program performance.
- Provide clear and comprehensive reports and documents.
- Basic Education/
Experience:
Graduation from an accredited four‑year college or university with a bachelor’s degree in Social Work, Education, Recreation, Human Services, Human Development, Psychology, Sociology, or a related field. - General
Experience:
One and a half years of progressively responsible work experience involving analysis, interpretation, or evaluation of technical material; problem‑solving; and report writing. - Specialized
Experience:
Two years of specialized experience with laws, rules, and regulations related to income maintenance and social welfare programs such as GA, AFDC, SNAP, SSI, AABD, refugee resettlement, and energy assistance to low‑income families. - Supervisory Aptitude: Demonstrated potential for supervisory duties through leadership roles, team‑lead experiences, or supervisory training.
- Administrative Aptitude: Evidence of handling administrative problems including planning, organizing, and directing programs; budgeting; policy and budgetary considerations.
- Substitutions:
- One year of Master’s degree may replace one year of general experience.
- Excess specialized experience may replace general experience on a month‑for‑month basis.
$6,043 to $7,351 per month (SR‑24, Step D to I). Hiring rates based on availability of funds, applicant qualifications, and other factors.
