Position: Program Specialist III, Prof Trainee II, I (Community Homeless Concerns Liaison) -Central Dist Admin

Position Overview

Located in the Leeward District-Homeless Concerns Office, this Program Specialist III position supports the Complex Area Superintendent in developing, implementing, and evaluating programs that ensure homeless children and youth receive uninterrupted access to education and related services under the McKinney‑Vento Act (MVA). The role coordinates educational services with schools, families, and community agencies, and provides technical assistance, training, and liaison work.

Responsibilities

Engage, administer, and bridge networks of communities such as School Community Councils (SCCs), Community Children’s Councils (CCCs), and Parent Community Networking Centers (PCNCs).

Negotiate and maintain professional relationships with community members, partner agencies, and school personnel.

Conduct research into changes in state and federal laws, rules, and regulations.

Provide direct instructional services and deliver training workshops.

Assist volunteer organizations.

Conduct studies and analyses of major, unprecedented, or controversial issues regarding agency services and operations.

Formulate and recommend major new policies, program goals, or objectives.

Support collection of communication materials in partnership with the Communication Office to strengthen parent, family, and community engagement.

Qualifications

Basic Education Requirement
:
Graduation from an accredited four‑year college or university with a bachelor’s degree. Experience may be substituted on a year‑for‑year basis if it demonstrates comparable knowledge, skills, and abilities.

The education or experience background must enable the candidate to write clear and comprehensive reports, read and interpret complex written material, and solve complex problems logically and systematically.

Experience Requirements

Professional Trainee I: 0 years specialized experience, 0 years supervisory experience.
Professional Trainee II
: 0.5 years specialized experience, 0 years supervisory experience.
Program Specialist III
: 1.5 years specialized experience, 0 years supervisory experience.

Specialized Experience (required for Program Specialist III):

Progressively responsible professional experience demonstrating the ability to conduct studies and analyses of programs or projects, plan, coordinate, develop, and evaluate program activities, analyze data, identify problems and alternatives, develop logical recommendations, and interpret complex statutes or regulations.

Progressively responsible professional work experience involving assistance and support to individuals and families in need of social services or related community resources, with demonstrated knowledge of the McKinney‑Vento Act and cultural sensitivity to homeless children and families.

Substitutions:
Possession of a master’s degree in business administration, public administration, or a related field may substitute one year of specialized experience.

Driver’s License Requirement
:
Applicant must have a current, valid driver's license.

Quality of Experience
:
The required years of experience alone are not proof of qualification; the overall experience must have involved responsibility, scope, and level of difficulty sufficient to demonstrate the ability to perform the duties of this position.

Salary

Program Specialist III: $5,107.00 – $6,221.00 per month (based on salary range for new external applicants; placement above the initial step depends on qualifications and funding).
