Salary Range: $61,500.00 To $63,500.00 Annually
PrimaryPurpose:
Lead statewide recruitment, outreach, and licensing support efforts to build and maintain a network of qualified Emergency Resource Caregivers (E-RCGs) across Hawaiʻi. This role serves as a key liaison between caregivers, DHS, community partners, and PIDF to ensure children in crisis have access to safe, immediate care.
Outreach, Marketing & Community Engagement- Develop and implement an annual outreach, marketing & recruiting plan in partnership with PIDF leadership and DHS;
- Lead multi-channel recruitment campaigns including social media, community events, storytelling, public service announcements, and digital outreach;
- Engage community organizations, faith communities, schools, health systems, and cultural practitioners as referral and outreach partners;
- Represent PIDF at recruitment events across Oʻahu, Maui, Hawaiʻi Island, Kauaʻi, and the neighbor islands;
- Center messaging around community responsibility, mālama, kuleana, and the urgent need to keep children safe and connected to their communities.
- Conduct informational orientations for prospective E-RCG applicants;
- Screen candidates against DHS-defined eligibility criteria, prioritizing individuals with genuine capacity and commitment;
- Guide applicants through the DHS licensing process, coordinating closely with DHS licensing staff;
- Maintain a detailed applicant tracking system to monitor each stage of the recruitment funnel—from inquiry to licensed activation;
- Support applicants who face barriers to completion, including documentation, scheduling, or language needs.
- Build and maintain PIDF’s E-RCG roster, ensuring readiness across all geographic areas;
- Coordinate with DHS on placement-support activities when E-RCGs are activated;
- Conduct regular check-ins with licensed E-RCGs to support engagement and retention;
- Organize peer support and recognition activities to sustain caregiver motivation;
- Document debrief sessions following activations and identify retention risk factors.
- Track all recruitment metrics (leads, applications, completions, licensures, activations) using DHS’s informational system;
- Prepare regular reports for DHS and PIDF leadership, including 30-day, 90-day, and 180-day program reviews;
- Participate in collaborative design sessions with DHS and adjust recruitment strategies based on data and community feedback;
- Contribute to PIDF’s Continuous Quality Improvement (CQI) plan.
Other duties as assigned include but are not limited to attending staff professional development training, completing all forms and documentations such as reports related to grant objectives, conference/in-service evaluations, and helping with special PIDF events.
Work Hours:- Monday through Friday, between the hours of 8:00am-4:30pm;
- May require hours outside business-hours to meet needs of families;
- Position requires regular and predictable attendance;
- Occasionally, some events in the evenings or on weekends at various times.
- Travel in personal vehicle;
- Travel to the neighbor islands required.
