- Systems) position, located in Honolulu. This position performs professional planning work for all activities associated with the City's on-street parking, island wide curbside management program, including carshare, rideshare, and other emerging mobility services, restricted parking zones program, and transportation demand management programs, for Honolulu’s transportation system.
The duties for a Planner V (Transportation Planning
- Systems) include but are not limited to the following:
- Prepares the full range of planning work in the development, policies and strategies, program review and analysis, and completion of planning projects for the on-street parking programs, curbside management, and transportation demand management programs.
- Develops studies in alignment with project goals and objectives, and coordinates the agency staff and conducts surveys, studies, and data for the residential household inventory and permits, parking inventory, parking turnover and occupancy data, socio-economic data.
- Analyzes the collected data, develops reports, recommendations, and plans for the rideshare, carshare, emerging mobility services, restricted parking zones and other related programs using a motor vehicle or any mode of transportation.
- Implements planning tasks to develop reports and legislation to utilize and support city, state, and federal funding to budget and to program for project procurement and contracting.
- Responsible for contract oversight work including the review and analysis of project benchmarks and milestones and other performance metrics data to meet contracted goals for all agreements for programs related to on-street public parking, curb management, transportation demand management, restricted parking zones, and other mobility programs under DTS jurisdiction.
- Responds to inquiries, investigations and complaints and coordinates with contracted entities, agencies, and interprets and analyzes laws, ordinances, and rules, and provides analysis to resolve parking, mobility projects, and transportation-related complaints.
Must be able to secure confidential information. The position is designated as a Disaster Response Worker whose responsibilities may require night and weekend work during natural disasters, and other emergencies (e.g. when 24-hour staffing of the City's Emergency Operating Center is activated).

Education RequirementEquivalent to graduation from a regionally-accredited college or university with specialization in city planning, architecture, engineering, economics, sociology, public administration or a related field.
