Position/Project Overview:

Project Solutions Inc. is seeking a Construction Inspector II (CI‑II) to support a Western Federal Lands Highway Division contract providing Construction Inspection services to the HCRH State Trail:
Perham Creek to Mitchell Point project located along the Historic Columbia River Highway State Trail within the Columbia River Gorge National Scenic Area in Hood River County, OR. The CI‑II will provide all inspection services including inspection of clearing, excavation, earthwork and grading, retaining walls, bridge and structural concrete and steel construction, drainage structures, paving, and material testing. Duties pertain to construction and closeout, ensuring projects are executed in accordance with federal contract requirements, WFLHD standards, AASHTO specifications, MUTCD requirements, environmental commitments, and all applicable safety and labor regulations.

Work schedule is expected to require 50 hours per week. Lodging and per diem at the federal government GSA rate will be provided. A vehicle will be provided.

This role is contingent upon award of project.

Responsibilities and Duties:
  • Perform daily on‑site construction inspection and oversight of the project
  • Ensure full compliance with federal construction standards
  • Monitor field compliance with environmental commitments related to wetlands, threatened and endangered species, cultural resources, hazardous materials, water quality, noise, and related mitigation requirements
  • Conduct daily Quality Assurance inspections, confirm contractor testing procedures, review materials test results, and document all field activities through photos, videos, and written records
  • Verify contractor survey layout, staking, and field fit adjustments
  • Review Contractor Daily Reports and Quality Control reports; maintain complete and accurate project diaries and records
  • Verify daily quantities and review contractor pay notes
  • Identify non‑compliant or unsafe work, recommend stop‑work when required, and document all findings for government review
  • Prepare and manage punch lists; support final inspection, correction verification, and final acceptance recommendations
  • Participate in preconstruction conferences and progress meetings; coordinate with WFLHD, cooperating agencies, resource agencies, and landowners
  • Support partnering sessions and stakeholder coordination; prepare meeting minutes
  • Support closeout activities including documentation reconciliation and final quantity verification
  • Support submittal and shop drawing review; maintain submittal tracking
Required Education, Knowledge and

Skills:
  • Minimum 5 years of hands‑on highway and bridge construction inspection experience; or 10 years of progressively responsible field inspection experience. Associate degree or technical certification in a construction‑related field preferred.
  • Demonstrated inspection experience across the majority of the contract’s required areas, including asphalt and concrete paving, bridge and structural concrete/steel construction, earthwork and grading, subgrade and base course, drainage structures (ditches, culverts, inlets), retaining walls, erosion control, and in‑water work.
  • Direct experience with DOT/FHWA projects strongly preferred; WFLHD experience highly desirable.
  • Proficiency in highway materials testing, sampling and testing procedures, and statistical acceptance methods.
  • Experience with construction surveying, staking verification, and field fit adjustments.
  • Knowledge of MUTCD traffic control standards, AASHTO design criteria and materials specifications, and ADA standards preferred.
  • Working knowledge of environmental mitigation requirements common to federal lands projects (wetlands, threatened and endangered species, cultural resources, water quality).
  • Experience maintaining federally compliant documentation, project diaries, daily reports, and pay quantity records.
  • Proficiency with MS Office Suite, MS One Note, Adobe Acrobat, and data entry into Master Works.
