OverviewThe Research & Materials Section (RMS) serves as MassDOT’s central materials laboratory. Our engineers, chemists, technicians, inspectors, and administrative professionals support MassDOT by ensuring that MassDOT complies with all applicable federal guidelines and regulations relating to construction material quality. Staff are responsible for the sampling and testing of construction materials, developing a wide range of material standards and guidelines, evaluating laboratories throughout the Commonwealth, and facilitating research projects.
RMS participates in the American Association of State Highway and Transportation Officials (AASHTO) Accreditation Program and meets strict organizational, personnel, equipment, and testing proficiency requirements. The lab performs testing in the following areas: concrete, soils and aggregates, asphalt binder, hot mix asphalt, chemical, and physical (standard manufactured materials).
Incumbents of positions in this series inspect the construction of highways, buildings, bridges, dams, water or sewage systems, tunnels and waterways for conformance with plans and specifications; conduct tests on construction materials; survey construction sites; maintain records of construction operations; and perform related work as required. The basic purpose of this work is to oversee the construction practices used on various sites, and to enforce compliance with plans, specifications and all applicable laws, rules, regulations, policies and procedures.
Incumbents of this position in the Field Control Section function as a Field Control Inspector. This position performs necessary work to support the unit. Work in this unit includes:
Performing Independent Assurance (IA) Testing of concrete, HMA and soil materials; performs verification sampling of construction materials; performs plant inspection and monitors trial batches; review and update all information relating to construction materials used for MassDOT; perform sampling and testing; perform inspection oversight and audits at various plants; review and process proposed non‑conformance reports (NCRs) and disposition of materials submitted by the District.
Performs laboratory testing as needed. Generate and process reports. This person communicates with MassDOT personnel, vendors, manufacturers, producers, contractors, inspectors, and others as required to fulfill their duties.
- Performs Independent Assurance testing of highways and bridges materials.
- Prepares and completes IA inspection reports.
- Performs plant inspections and monitors trial batches.
- Assists in the review and documentation of cement concrete mix design submittals.
- Assists in the generation of annual and project specific cement concrete approval letters.
- Participates in the review and development of new procedures for material evaluations.
- Performs material evaluations and investigates possible reasons for non‑conformances.
- Performs tests on Construction Materials in all laboratories in accordance with current MassDOT, AASHTO and ASTM specifications and testing procedures.
- Performs laboratory functions in accordance with MassDOT Quality System Manual requirements.
- Performs material receiving and logging as well as material testing.
- Maintains ACI and NETTCP certification qualifications meeting the AASHTO laboratory accreditation program requirement.
- Assists other Research and Materials units as it may be required.
While performing duties listed above incumbents will frequently work in a laboratory and office settings. The work environment noise level in the laboratories is usually moderate but may be noisy erials samples may need to be transported, carted and/or lifted during the process. The sample process may involve weights of 50 pounds.
