Summary
Responsible for the professional Engineering programs such as Maintenance and Repair – Utility Plant Operations – Energy Management and Conservation Program – Safety – Fire Prevention – Industrial Hygiene – Emergency Preparedness – Green Environmental Management – Vehicle Fleet – Grounds – Capital Planning – and Construction Project Management section at a multi‑faceted and affiliated VA Medical Center – including outlying Community‑Based Outpatient Clinics.
QualificationsBasic Requirements:
- All applicants must possess the following: U.S. citizenship.
- Non‑citizens may be appointed if no qualified citizens can be recruited in accordance with 38 U.S.C. § 7407(a).
- English language proficiency – Healthcare Engineer candidates must be proficient in spoken and written English in accordance with 38 U.S.C. § 7403(f).
- Bachelor's degree or higher in Engineering or Architecture from an accredited program. Acceptable degrees include Electrical Engineering, Mechanical Engineering, Biomedical Engineering, Civil Engineering, Architecture, Architectural Engineering, etc. A passing score on the Fundamentals of Engineering Examination with a bachelor's degree, an Engineering in Training certificate from a state, the District of Columbia, Guam, or Puerto Rico, or current professional registration or licensure as a Professional Engineer or Architect is acceptable.
- Additional criteria for grades:
Supervisory Healthcare Engineer (Deputy) – GS‑13. - Experience:
at least one year of experience equivalent to the next lower grade, demonstrated by independent work under general supervision and a wide latitude to exercise independent judgment. - Knowledge of healthcare engineering and capital subject matter, serving as an institutional resource for healthcare delivery processes and systems, and collaborating extensively with clinical stakeholders, acquisition staff, contractors, and executive leadership.
- Planning, executing, and documenting highly complex, multi‑faced healthcare facility construction projects and inspections.
- Innovative problem‑solving within applicable rules, regulations, and procedures.
- Knowledge, skills, and abilities: management of overall healthcare system resources; mechanical, electrical, structural, civil, and other engineering/architectural principles; effective communication; prioritization; interpretation of national policies and guidelines; initiative; analytical and strategic thinking; regulatory compliance; interview and evaluation skills; performance assessment and training needs.

- Physical Requirements:
Participation in a pre‑employment examination or evaluation may be required.
- Strengthening and enhancing healthcare facility engineering and operations.
- Serving as a key managerial advisor reporting directly to the Chief Engineer.
- Acting in the full authority and capacity of the Chief in his/her absence, providing authoritative advice on all engineering matters.
- Participating as a technical advisor in all significant management planning, policy, and decision‑making actions of the Medical Center.
- Involved in long‑term and short‑term planning, policy establishment, and budgeting for the Medical Center and all Engineering Service programs.
- Providing management support and technical expert consultation to the Chief Engineer on all issues related to Engineering Service.
- Collaboration with operations and program managers to integrate goals and priorities.
- Cooperation with peers in other service lines to meet internal and external customer needs.
- Facilitating stakeholder understanding of clinic program desires and engineering, technical, facility, and infrastructure requirements.
- Ensuring overall VISN and Medical Center goals, missions, and priorities are achieved.
- Planning, organizing, directing, and evaluating the engineering service, setting qualitative and quantitative standards.
