Financial Analyst IV – Accounts Payables
The Financial Analyst IV serves as a senior-level leader within the Accounts Payable (AP) division, responsible for overseeing AP operations, ensuring financial accuracy, and supporting citywide financial management. Reporting to the Division Manager, this role provides supervisory oversight to AP staff and acts as the division lead in the manager's absence. The position plays a key role in financial reporting, policy development, and process improvement across the organization.
Key Responsibilities
- Lead and support daily Accounts Payable operations, ensuring timely and accurate processing of invoices, vouchers, purchase orders, journal vouchers, and departmental billing.
- Review and analyze financial statements, schedules, and expenditure reports; reconcile AP activity with City financial records and make necessary adjustments.
- Research and resolve invoice discrepancies, vendor issues, and posting errors within the City's financial accounting system.
- Compile, measure, and analyze AP metrics to support citywide central services and operational decision-making.
- Maintain strong internal controls and ensure compliance with accounting policies, procedures, and approval requirements.
- Supervise and provide guidance to senior accountants, accountants, accountant associates and senior account clerks within the AP group.
- Serve as liaison to internal departments, external agencies, and vendors to resolve inquiries, complaints, and payment-related issues.
- Respond to internal and external customer inquiries regarding payments, reimbursements, and vendor setup status.
- Perform journal corrections and ensure proper documentation and signature approvals.
- Assist management in developing and updating financial policies, procedures, and process improvements.
- Support special accounting projects and perform other duties as assigned.
Minimum Requirements
Minimum Education Requirements Requires a Bachelor's degree in Finance, Accounting, Business Administration or a closely related field. Minimum Experience Requirements Four years of professional experience in finance, economics, budget analysis or a closely related field. A Master's degree in Business Administration, Accounting or a closely related field may be substituted for two years of the experience requirement. Experience cannot be substituted for the Bachelor's degree requirement.

Preferences
- Advanced knowledge of accounts payable, financial analysis, and governmental accounting practices is strongly desired.
- Strong analytical skills with the ability to interpret financial data and resolve complex issues.
- Proven leadership experience with the ability to guide and develop accounting staff is strongly desired.
- Excellent communication and customer service skills, with the ability to collaborate across departments.
- Detail-oriented, organized, and able to manage multiple priorities in a fast-paced environment.
- Strong analytical and problem-solving skills, with attention to details and accuracy and candidates who are independent thinker with a strong work ethic and internal motivation.
