Strategic Federal Budget Analyst

GS-9 Eligibility

To be eligible at the GS‑9 level, you must meet at least ONE of the following conditions, as defined below:
Specialized Experience, Education, OR a combination of Education and Experience.

• Specialized
  
  Experience:
  
  One year of specialized experience which includes experience reviewing account obligations and payments, utilizing an automated accounting system to enter a variety of obligations, verifying costs of expenditures, AND tracking and monitoring credit card obligations for accuracy and completeness. This definition of specialized experience is typical of work performed at the GS-07 grade/level in the federal service.
• Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Accounting, Financial Management, Public Administration, Business Administration, Mathematics, Statistics, etc.
• Combination of
  
  Education and Experience:
  
  A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18.
  
  Add the two percentages.

To be eligible at the GS‑11 level, you must meet at least ONE of the following conditions, as defined below:
Specialized Experience, Education, OR a combination of Education and Experience.

• Specialized
  
  Experience:
  
  One year of specialized experience which includes experience reviewing complex account obligations and payments, utilizing an automated accounting system to enter and verify a variety of obligations, verifying costs of expenditures, tracking and monitoring credit card obligations for accuracy and completeness; conducting periodic reviews, identifying any problems or issues involving the obligation process; AND preparing monthly financial and budgetary reports.
  
  This definition of specialized experience is typical of work performed at the GS-09 grade/level in the federal service.
• Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Accounting, Financial Management, Public Administration, Business Administration, Mathematics, Statistics, etc.
• Combination of
  
  Education and Experience:
  
  A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18.
  
  Add the two percentages.

Interagency Career Transition Assistance Plan (ICTAP) – The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. To be well‑qualified you must satisfy all qualification requirements for the vacant position and receive a score of 85 or better on established ranking criteria. You must provide proof of eligibility to receive selection priority.

Career Transition Assistance Plan (CTAP) – The CTAP provides eligible surplus and displaced competitive service employees in the Department of Justice with selection priority over other candidates for competitive service vacancies. To be well‑qualified you must satisfy all qualification requirements for the vacant position and receive a score of 85 or better on established ranking criteria.
