Yulista Tactical Services LLC Regular Primary Function The Accountant III performs a variety of complex accounting assignments requiring independent judgment in support of NASA government contracts. Responsibilities include payroll administration, labor compliance, accounts payable, expense reporting, contract reporting, and employee roster administration. The position ensures compliance with Company policies, Collective Bargaining Agreements (CBA), Service Contract Act (SCA) requirements, DCAA labor accounting standards, and contractual requirements while providing operational accounting support to assigned contract locations.

Duties

Review and validate weekly payroll for assigned contract locations to ensure compliance with Company policies, Collective Bargaining Agreements (CBA), Service Contract Act (SCA) wage determinations, and contractual requirements. Analyze payroll data to identify discrepancies involving employee pay rates, labor premiums, labor charging, placeholder charge codes, and payroll exceptions prior to payroll submission. Review, research, and process employee timesheet corrections. Review employee timekeeping records and supporting documentation to ensure compliance with DCAA labor accounting requirements.

Maintain employee rosters for assigned contract locations to ensure payroll and labor records remain accurate and current. Prepare and submit contractual labor reporting in accordance with established reporting requirements. Review and process employee expense reports for compliance with Company policies, contractual requirements, and applicable regulations. Administer the accounts payable process for assigned contract locations by preparing invoice packages, validating supporting documentation and accounting classifications, coordinating processing with Corporate Accounts Payable, and performing invoice review and approval.

Research and resolve payroll, labor, accounts payable, and expense reporting discrepancies by coordinating with employees, supervisors, Human Resources, Program Management, Corporate Accounting, and other stakeholders. Maintain complete and accurate accounting records and supporting documentation for audit and compliance purposes. Recommend and implement process improvements to enhance efficiency, accuracy, internal controls, and regulatory compliance. Provide accounting support for additional government contract accounting functions and special projects as assigned.

Desired Knowledge, Skills & Abilities

Knowledge of accounting principles, practices, and government contract accounting. Knowledge of payroll administration, labor accounting, and accounts payable processes. Knowledge of DCAA labor accounting and timekeeping requirements. Working knowledge of Collective Bargaining Agreements (CBA) and Service Contract Act (SCA) wage determinations preferred. Proficient in Microsoft Office Suite with advanced Microsoft Excel skills, including formulas, Pivot Tables, lookups, filtering, and data analysis.

Ability to analyze accounting and payroll data, identify discrepancies, and recommend corrective actions. Strong analytical, organizational, and problem-solving skills. Ability to manage multiple priorities and meet recurring weekly and monthly deadlines. Ability to interpret and apply Company policies, contractual requirements, and accounting procedures. Strong attention to detail with a high degree of accuracy. Excellent verbal and written communication skills. Strong interpersonal and customer service skills with the ability to work effectively with employees, management, customers, vendors, and corporate departments.

Ability to exercise sound judgment and work independently with minimal supervision. Ability to learn and effectively utilize enterprise accounting, payroll, reporting, and document management systems. Ability to maintain confidentiality while handling sensitive payroll and employee information. Ability to interpret and apply payroll rules, labor policies, contractual requirements, and regulatory guidance to ensure accurate and compliant payroll processing.

Required Qualifications

Bachelor's degree in Accounting, Finance, Business Administration, or a related field; or an equivalent combination of education and relevant experience. Minimum of four (4) years of progressively responsible experience in accounting, payroll, accounts payable, or related financial operations. Experience reviewing, analyzing, and reconciling payroll, accounting, or financial data to identify and resolve discrepancies. Experience supporting payroll administration, labor accounting, accounts payable, expense reporting, or contract reporting functions.
