JOB SUMMARY

Under direct supervision, this position performs a variety of complex accounting tasks to include the execution of rental agreements for the Rapid Rehousing (RRH) Program on site. Provides continuous oversight of all program expenditures. Documents and acknowledges in-kind and cash donations. Ensures records management compliance of participant files and contractual compliance of forms required by funding sources. Performs routine clerical tasks and support;

monitors all office supply needs; and assures all office equipment is in working order. This position is grant funded. Continuation of position is contingent upon the availability of grant funds.

Regular attendance at Employer's place of business and/or during particular hours, as assigned, is an essential function of this position. Employee must comply with and follow YWCAs attendance policy at all times, unless a reasonable accommodation is requested and granted, as required by law. Serves as property manager for tenants on any type of rental assistance (RRH, HHSP, third party assistance, and self-pay) Addresses tenants for any rent collection.

Issues letters of late notices, past due account notices/issues. Assists the Director of Homeless Programs to enforce the landlord-tenant law and fair housing for renters.

Coordinates with YWCA Contracts Administrator to ensure compliance of tenant eligibility/ screening process for lease agreement processing.

Responsible for securing and handling any bank deposits, cash/checks, credit card and fuel card securing, bus token, gift card, and any other monetary forms. Initiates and reviews requested all program expenditures for charging and processing payment vouchers to appropriate funding source, compliance with regulatory requirements, and assuring processing of all paperwork, signatures, and filing. This position works closely with the YWCA Accounting department.

Serves as department lead for all purchasing; assures YWCA Purchasing and Procurement policy is followed. Reviews budget line items, tracks expenses by funding sources, and processing quotes, purchase requisitions, purchase justifications, and requests for payments. Maintains all statistical data of the programs including persons served, in-kind donations, cash/check donations, volunteer hours, and grant required monthly reports, and must create, validate, and submit monthly Headcount Report, for timely submission.

Serves as program lead for The Financial Edge entry of all rent charges, data entry, receipting, deposit summary reports. Maintains and reviews general ledger reports, accounts payable and account receivable reports.

Disburses and balances TLCs petty cash, processes reimbursements in timely manner.

Assures compliance with YWCA records retention schedules as well as funding sources requirements. Orders both service of equipment and procurement of supplies, following procedures for purchase orders, and charging correct accounts to designated categories. Requests tags for new equipment purchases and reports transfer/disposal of tagged items.

Orders, purchases, inventories and distributes housekeeping supplies to shift advocates, to participants and residents as needed, upon availability of grant funds.

Must maintain administrative controls over mandated and reoccurring facility/property inspections and official documentations in an organized and efficient manner.

JOB QUALIFICATIONS

High School graduate or equivalent required. Two (2) years experience in bookkeeping, accounting, or related clerical work involving record keeping (directly related business school or college courses may be substituted equally for one (1) year of experience); or any equivalent combination of experience and training that provides the required knowledge, skills, and abilities.
