The Network Evaluator advances the agency’s mission by leading data‑informed evaluation activities and providing analytical support to organizational leadership. With a high level of independence, the Evaluator manages complex projects with minimal day‑to‑day oversight, demonstrating strong follow‑through, sound judgment, and proactive problem‑solving. This role integrates quantitative and qualitative data to inform network‑wide planning and decision‑making. The Network Evaluator strengthens Single Source Continuum Contractor (SSCC) subcontractor support services by monitoring the health and capacity of the provider network, identifying service gaps and emerging needs, and producing clear, actionable reports that guide subcontractor performance management and continuous quality improvement.
The Network Evaluator also conducts evaluation of SSCC initiatives, provider development strategies, network interventions, service improvement efforts, procurement strategies, and pilot projects to assess implementation, effectiveness, and outcomes. The role supports forecasting, early warning indicators, predictive analytics, and risk stratification tools that help anticipate provider network risks, placement capacity needs, service gaps, utilization trends, and emerging performance concerns.
- Design, develop, and lead evaluation initiatives to monitor the health of the provider network and inform continuous improvement, including evaluation of SSCC initiatives, provider development strategies, network interventions, service improvement efforts, procurement strategies, and pilot projects.
- Analyze provider and network data, including placement, utilization, performance, outcome, stakeholder feedback, provider readiness, and service gap data, to identify capacity issues, performance concerns, service gaps, and other emerging trends, and recommend data‑driven solutions that support provider development, procurement strategy, forecasting, and network planning.
- Develop evaluation plans, research questions, frameworks, data collection and analysis strategies, reporting structures, and evaluation products.
- Monitor the completeness, accuracy, and timeliness of subcontractor data on client services, outcomes, and payments, and collaborate with subcontractors to resolve data quality issues.
- Proactively identify risks and opportunities in the network and elevate key findings.
- Provide guidance to subcontractors by creating visual and written data related to quarterly outcome measures (e.g., dashboards, summary reports, presentations).
- Translate complex data into clear, actionable insights that support data‑informed decision‑making across the network.
- Present findings to agency stakeholders, as requested.
- Support the procurement process by drafting RFAs, RFPs, Purchased Client Services opportunities, and other procurement or funding materials, and assessing proposals.
- Help define measurable outcomes, performance expectations, reporting requirements, and evaluation standards within procurement documents.
- Use evaluation findings, service gap analyses, provider readiness data, utilization trends, child and family needs, and leadership priorities to inform procurement and funding recommendations.
- Support the development of forecasting models, early warning indicators, and predictive analytics to anticipate risks and strengthen network planning.
- Ensure that the procurement process is transparent, fair, and compliant with all relevant regulations.
- Assess the performance and outcomes of awardees to determine whether funding and procurement strategies are producing the intended impact.
- Develop and review compliance reports to ensure subcontractors meet required credentialing and licensure requirements.
- Create and maintain reports on required trainings for case workers, supervisors, caregivers, and other staff to support the attainment of safety, permanency, and well‑being for children in their care.
