Responsible for purchase of goods and services of a complex and technical nature for the University. Review and analyze purchase requisitions, proposals, and bids.
- Process and approve complex purchases within a specific commodity grouping to meet departmental needs for goods and services; establishes specifications, prepares proposals, reviews bids, and ensures proper documentation.
- Audit for contract compliance to identify and proactively manage problems and resolve issues.
- May serve as agent for UH Purchasing Department with state and federal agencies, vendors, UH System Administration, and the campus community.
- Provides guidance and assistance to requisitioning departments regarding purchases; act as a liaison between vendors and departments for order status, procurement procedures, and problem resolutions.
- Maintains awareness of most current market trends and techniques to ensure the most cost-efficient purchases.
- May provide guidance to clerical support staff.
- Performs other job-related duties as assigned.
Requires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline; or the basic knowledge of more than one professional discipline. Knowledge of the discipline is normally obtained through a formal, directly job-related 4 year degree from a college or university or an equivalent in-depth specialized training program that is directly related to the type of work being performed.
Requires a minimum of three (3) years of directly job-related experience.
