Role Overview

As a North America Regulatory Advisor you will support the understanding and execution of U.S. regulatory and commercial efforts for Shell’s growing Low Carbon Fuels (LCF) Trading business. The role focuses on U.S. and Canadian markets, monitors the political and legislative landscape for opportunities and threats to the business, and supports the LCF teams in developing their strategy. As the market grows and the regulatory landscape becomes more complex, you will help drive necessary changes to ensure Shell meets its energy‑transition goals, transportation‑renewable commitments, and greenhouse‑gas‑reduction obligations.

Accountabilities
  • Provide analysis and insights into current and emerging regulatory requirements impacting North American markets in the short, medium, and long term.
  • Understand interactions between transportation GHG‑reduction regulations such as US RFS, Canada CFR, California LCFS, BC LCFS, Oregon CFP, ISCC, and other emerging regulations driving transportation decarbonization.
  • Advise the LCF business on commercial implications of regulatory and political changes, delivering concise, actionable summaries quickly after major announcements, highlighting risks and opportunities.
  • Collaborate with other teams to identify and formulate input to advocacy positions supporting Shell’s overall LCF advocacy strategy.
  • Lead implementation of accreditation, certification, chain‑of‑custody processes, and reporting requirements across new supply chains and business models needed to support Shell’s renewable transportation mandates.
  • Develop insights and identify opportunities, preparing material to engage commercial leaders and senior stakeholders.
  • Build a network of internal and external stakeholders to ensure timely information regarding political discussions impacting transportation decarbonization.
  • Ensure compliance with pathways, license, and chain‑of‑custody requirements.
  • Collaborate with Analytics to develop long‑ and short‑term supply‑and‑demand models across relevant markets, advising on regulatory impacts.
What you bring
  • Legal authorization to work full‑time in the U.S. for any employer other than the current employer.
  • Bachelor’s degree required.
  • Three or more years of experience in energy trading environments.
  • Experience interpreting North American low‑carbon fuel regulations (US RFS, Canada CFR, California LCFS, BC LCFS) required.
  • Ability to relate regulations directly to business impact in the context of renewables and GHG‑reduction transport obligations.
  • Expertise in formulating opinions and advising on commercial/operational impacts to existing and/or new commercial opportunities through emerging legislation.
  • Understanding of the political landscapes of the U.S. and Canada as they relate to energy policy.
  • Proven ability to nurture and leverage relationships, managing multiple internal cross‑functional and business relationships.
  • Ability to synthesize diverse data and knowledge into a clear, consistent storyline for effective advocacy and business implementation.
  • Commercial experience and delivery focus with deep interest in renewables.
  • Creativity and confidence under time pressure in negotiations with highly experienced, commercially astute professionals.
  • Self‑starter mentality, strong team player, and excellent interpersonal and communication skills.
  • English language proficiency;
    French welcome but not essential.
Benefits
  • Base salary range: $103,000–$155,000 per year, with pay based on experience, education, certifications, and seniority.
