Job Description:

Under the supervision of the Regional Business Services Manager, the Regional Business Services Officer coordinates and executes administrative support services for all HHS agency programs within a regional geographic area. The role involves facility leasing, space planning, office moves, safety inspections, maintenance coordination, contract management, asset management, and other duties that facilitate smooth operations of regional client service programs. The officer provides consultative services, develops action plans, resolves problems, and ensures compliance with building regulations, safety codes, and facility standards.

Job Functions
  • Conduct regular facility reviews and ensure timely correction of emergency and routine building problems and safety issues.
  • Counsel and train Local Office Coordinators on regional administrative services, assistance requests, and safety/security reporting.
  • Manage all service requests, resolve facility issues, coordinate purchases, repair or maintenance services, and monitor vendor and lessor performance.
  • Maintain productive relationships with Local Office Coordinators to facilitate effective service delivery (40%).
  • Analyze and review space usage to determine efficiencies, recommend cost‑effective options, and manage space projects through completion (20%).
  • Develop specifications for services and manage service contracts for janitorial, security, plumbing, HVAC, and other facilities (15%).
  • Coordinate with warehouse and asset management staff for pickup, transfer, and disposition of agency records and equipment (10%).
  • Assist in developing policies, procedures, and special projects to improve service delivery; prepare reports; serve on work groups; and perform emergency assignments (10%).
  • Assign and oversee work of support staff in Business Services (5%).
  • Attend work on a regular schedule in accordance with agency leave policy and perform other duties as assigned.
Knowledge, Skills, and Abilities
  • Knowledge of business services operations, contract management, facility leasing, and facility management.
  • Proficiency in Microsoft Office Suite and standard agency computer hardware and software.
  • Experience in supervisory, managerial, professional, or technical work.
  • Ability to manage multiple projects and communicate effectively in writing and orally.
  • Knowledge of local, state, and federal laws and regulations relevant to business services and procurement.
  • Understanding of Texas Health & Human Services programs and agency procedures.
  • Planning, organizing, implementing, and evaluating large multi‑faced projects.
  • Effective communication, negotiation, conflict resolution, and training skills.
  • Problem‑solving skills with the ability to identify problems, evaluate options, and implement solutions.
  • Ability to respond to emergency situations, take corrective action, and maintain safety.
  • Travel within the state, including overnight stays.
Registrations, Licensure, and Certifications

Valid Class C Texas Driver’s License.

Initial Screening Criteria

High School diploma or GED required.
