Senior Director, Electricity Markets Policy

Our client, a leading energy infrastructure company, is seeking a Senior Director, Electricity Markets Policy to join its Communications team. This leadership role is responsible for driving the organization's market policy strategy, leading advocacy efforts across FERC-jurisdictional electricity markets, and ensuring the business remains well-positioned to capitalize on evolving regulatory and market opportunities.

A key focus of this position is developing and executing long-term strategies to expand opportunities for energy storage, with primary responsibility for PJM and additional engagement across MISO, SPP, and WECC.

The Senior Director will identify emerging market design, regulatory, and policy developments affecting the company's development pipeline and operating portfolio. This individual will develop positions on key market issues, lead advocacy initiatives, and serve as the primary liaison with market operators, regulators, and industry stakeholders. Working closely with executive leadership and cross-functional teams, the successful candidate will translate regulatory and market developments into actionable business strategies.

Key Responsibilities
  • Develop and lead the organization's electricity market policy strategy, identifying regulatory and market design initiatives that create value across FERC-jurisdictional ISO/RTO markets and other regulated entities, with a primary focus on PJM.
  • Lead initiatives that expand opportunities for energy storage, including market participation models, capacity accreditation, ancillary services, and opportunities supporting large-load customers and data centers.
  • Evaluate emerging market structure proposals, electricity market rule changes, large-load policy reforms, and other regulatory developments to assess business impact and provide strategic recommendations to executive leadership.
  • Lead FERC engagement and advocacy efforts while supporting broader federal regulatory strategy.
  • Develop and advocate company positions before ISOs, RTOs, FERC, and other regulatory organizations while building relationships with regulators, market operators, trade associations, and key industry stakeholders.
  • Partner with development, origination, interconnection, market operations, and government affairs teams to align market policy priorities with business objectives.
  • Represent the organization through active participation in industry trade associations, stakeholder committees, and working groups.
  • Provide executive leadership with market intelligence, strategic analysis, and recommendations related to evolving regulatory and policy developments.
  • Manage external regulatory consultants and support internal regulatory affairs initiatives.
Qualifications
  • 10+ years of experience in regulatory policy, electricity market design, market operations, analytics, or a related field.
  • Bachelor's degree required.
  • Demonstrated experience developing and advancing policy positions before RTOs, ISOs, FERC, state regulatory commissions, or similar regulatory bodies.
  • Experience working with or engaging organizations such as PJM, MISO, SPP, ISO-NE, or CAISO.
  • Deep understanding of wholesale electricity markets, market design, transmission planning, interconnection policy, and regulatory frameworks.
  • Strong strategic thinking skills with the ability to assess complex market developments and identify commercial risks and opportunities.
  • Proven ability to influence stakeholders, build consensus, and drive policy outcomes.
  • Excellent analytical, communication, and relationship management skills.
  • Self‑motivated and comfortable working in a fast‑paced environment.
  • Willingness to travel approximately 20–30%.
  • Authorization to work full‑time in the United States.
Preferred Qualifications
  • Master's degree or Juris Doctor (JD).
  • Experience working for an ISO/RTO or FERC.
  • Experience with an independent power producer (IPP).
  • Experience supporting or working within the energy storage sector.
